【摘要】：完善權(quán)力清單制度體系的構(gòu)造,優(yōu)化權(quán)力清單制度配置的程序環(huán)節(jié),需確立法治思維和法治方式,統(tǒng)一編制口徑,擴(kuò)容參與主體,延伸覆蓋范圍;實(shí)現(xiàn)信息互聯(lián)互通,權(quán)力陽光運(yùn)行,公眾需求導(dǎo)向,強(qiáng)化制度執(zhí)行,實(shí)現(xiàn)清單動(dòng)態(tài)調(diào)整。拓展責(zé)任清單的內(nèi)容范疇,應(yīng)破解對(duì)責(zé)任清單的狹義理解,實(shí)現(xiàn)政府職責(zé)配置的具體化,監(jiān)管機(jī)制設(shè)置的合理化,定位與強(qiáng)化履職責(zé)任。完善并激活權(quán)責(zé)清單,還需深化系統(tǒng)性治理,做好配套改革跟進(jìn),即應(yīng)推廣權(quán)力清單制度的覆蓋面,深化行政審批制度改革,加快社會(huì)承接能力培育,探索綜合行政執(zhí)法體制改革,以信用建設(shè)為重點(diǎn),構(gòu)建事中事后監(jiān)管新體系。
[Abstract]:To perfect the structure of power list system and optimize the procedure of power list system, we should establish the thinking of rule of law and the way of rule of law, unify the formulation of calibre, expand the participation of the main body and extend the scope of coverage; To realize information interconnection, power sunshine operation, public demand-oriented, strengthen the system implementation, realize the dynamic adjustment of the list, expand the content category of the responsibility list, we should break the narrow understanding of the responsibility list. To achieve the specific allocation of government responsibilities, the rationalization of regulatory mechanisms, the positioning and strengthening of responsibilities, and to improve and activate the list of responsibilities, we still need to deepen systematic governance, do a good job of supporting reform follow-up. That is, we should popularize the coverage of the power list system, deepen the reform of the administrative examination and approval system, speed up the cultivation of social acceptance ability, explore the reform of the comprehensive administrative law enforcement system, and focus on the credit construction. Build a new system of supervision after the incident.
