【摘要】：隨著城市化進程的加快,霧霾這種大氣污染越來越受到各方面重視。黨的十八報告首次將生態(tài)文明建設提升到國家戰(zhàn)略的政治高度,與當前我國當前霧霾污染嚴重、大氣系統(tǒng)自凈能力退化的嚴峻形勢密切相關。關于霧霾的起因,自然科學界已經(jīng)給出了比較合理的解釋,并提出了可行的治理方式。但是在政府治理層面,以霧霾為代表的環(huán)境問題的解決卻仍然存在很多問題。一方面,治理霧霾與繼續(xù)發(fā)展經(jīng)濟存在一定矛盾,導致部分地方政府積極性不足,缺乏相關的長效機制;另一方面,政府不能有效整合各種資源,導致監(jiān)管碎片化,相關部門執(zhí)行不力。公共治理理論和多中心理論指出,當前社會需求日益多元化,社會問題和風險也越發(fā)復雜,很難只依賴政府一方得以有效解決。由于政府難以掌握所有有效信息,無法充分而合理的調動各種資源,同時政府行為受到法律的嚴格限制,在面對各種不確定的、隱性的社會問題時,政府必須與市場、公民等主體進行協(xié)作。只有如此,才能真正有效識別問題,調動資源,進而解決問題。為了有效的解決霧霾問題,本研究認為政府應首先提升治理理念。提高對霧霾危害的認識度,切實貫徹綠色發(fā)展意識,拓展政府多元治理格局,政府積極吸收市場主體、公眾主體等多元主體,共同面對霧霾問題。其次,轉變政府治理職能。加強政府法治職能,優(yōu)化政府經(jīng)濟調節(jié)職能,創(chuàng)新政府監(jiān)管職能,推進環(huán)境政務信息公開。最后,構建政府、市場、公眾協(xié)同參與治理的長效機制。
[Abstract]:Along with the city to speed up the process, the haze of air pollution is more and more attention. The eighteen report of the party for the first time will promote the construction of ecological civilization to national strategic political level, with the current of the current grim situation of haze pollution, degradation self purification ability is closely related to the atmospheric system. The causes of haze, natural science has give a reasonable explanation, and puts forward a feasible way of governance. But in the government governance, to solve environmental problems represented in haze but there are still many problems. On the one hand, governance haze and continuous economic development there is a certain contradiction, resulting in part of the local government is lack of enthusiasm, lack of long-term mechanism related to the other; on the one hand, the government can not effectively integrate various resources, resulting in regulatory fragmentation, the relevant departments to implement ineffective. It points out that the public governance theory and multi center theory, current Social needs are becoming increasingly diversified, social problems and risks are more complex, it is difficult to rely only on the government side has been effectively solved. Because the government is difficult to grasp all the information effectively, can not fully mobilize all resources and reasonable at the same time, the government behavior is restricted strictly by law, in the face of a variety of uncertain, implicit social problems, government must be with the market, such as the main civil collaboration. Only in this way can we effectively identify the problem, to mobilize resources, and to solve the problem. In order to effectively solve the haze problem, this study thinks that the government should first improve governance idea. To improve the understanding of the hazards of haze, earnestly implement the green development consciousness, expand the pluralistic governance pattern of the government. The government actively absorbed the main market, the main public multi subject, facing the haze problem. Secondly, the transformation of government functions to strengthen the rule of law governance. Government functions, optimization The government regulates the functions of the government, innovates the function of government supervision and promotes the disclosure of environmental government information. Finally, the long-term mechanism of government, market and public participation in governance is constructed.
