【摘要】：效率、秩序是行政層級(jí)制的核心價(jià)值。而"人"是現(xiàn)代社會(huì)組織的核心競(jìng)爭(zhēng)力所在。行政層級(jí)制的"工具理性"本質(zhì)與人的價(jià)值的實(shí)現(xiàn)之間的沖突日益凸顯。自由、民主、平等和創(chuàng)新等價(jià)值成為現(xiàn)代組織發(fā)展的必然要求,是提升組織的核心競(jìng)爭(zhēng)力的關(guān)鍵要素。組織價(jià)值的變化,行政層級(jí)制勢(shì)必發(fā)生根本性的變革:組織權(quán)力運(yùn)行由"中心化"向"非中心化"轉(zhuǎn)變;組織結(jié)構(gòu)從"機(jī)械型結(jié)構(gòu)"向"有機(jī)型結(jié)構(gòu)"轉(zhuǎn)變;組織價(jià)值由單一的"效率"向多元價(jià)值轉(zhuǎn)變。
[Abstract]:Efficiency. Order is the core value of administrative hierarchy system, and "human" is the core competitiveness of modern social organization. The conflict between the essence of "instrumental rationality" of administrative hierarchy system and the realization of human value is increasingly prominent. The values of democracy, equality and innovation become the inevitable requirements of the development of modern organizations, and are the key elements to enhance the core competitiveness of the organization. The system of administrative hierarchy is bound to undergo fundamental changes: the operation of organizational power changes from "centralization" to "non-centralization"; The organizational structure changes from "mechanical structure" to "organic structure"; The organizational value changes from a single "efficiency" to a pluralistic value.
