【摘要】：政府回應行為在網(wǎng)絡反腐事件中發(fā)揮著重要作用,通過政府回應梳理網(wǎng)絡反腐的運行機理,從行政系統(tǒng)內(nèi)外部的五個方面——政治壓力、輿論壓力、爆料人壓力、政府透明度和官員影響力建立理論模型,探究影響因素,基于2008—2015年170個網(wǎng)絡反腐案例數(shù)據(jù)進行檢驗。研究發(fā)現(xiàn),超過半數(shù)的網(wǎng)絡反腐事件中政府回應不及時。網(wǎng)絡反腐事件中的中央反腐力度、網(wǎng)絡平臺類型、信息源類型、涉案官員職位、涉案官員級別顯著影響政府回應的及時性,而地方領導支持度、數(shù)字鴻溝區(qū)位、政府透明度等因素的影響并不顯著。結(jié)果表明,網(wǎng)絡反腐事件中政府回應性壓力來自中央政府、網(wǎng)絡輿論和爆料人,具有較強的"人治"色彩,腐敗官員的級別和職務影響也可能對紀檢監(jiān)察機構(gòu)的調(diào)查介入起到一定的阻滯作用。由此,應將規(guī)范政府回應行為作為網(wǎng)絡反腐制度化的重要舉措。
[Abstract]:Government response behavior plays an important role in the Network Anti-corruption events, through the operation mechanism of the government response out of network anti-corruption, from five aspects of the administrative system of internal and external political pressure, the pressure of public opinion, broke people pressure, government transparency and the establishment of official influence theory model, explore the influencing factors of the inspection, 2008 2015 170 based on the data of Network Anti-corruption case. The study found that more than half of the Government Network Anti-corruption events in response time. In the event of Network Anti-corruption central anti-corruption efforts, the network platform type, source and type of information, the officials, the officials involved significantly influencing the government response time, and local leadership support, the digital divide location, influence of government transparency and other factors is not significant. The results show that the government in response to events in the Network Anti-corruption pressure from the central government, the network of public opinion and broke the news, Because of the strong rule of "rule by man", the rank and duty of corrupt officials may also play a role in blocking the investigation and intervention of discipline inspection and supervision institutions. Therefore, we should standardize the government response behavior as an important measure to institutionalize the Internet anti-corruption.
