【摘要】：創(chuàng)新基層社會治理體制是一個社會改革問題,涉及政府與社會的關系以及市場與社會的關系等領域的改革。當前基層社會治理創(chuàng)新實踐主要是對傳統(tǒng)基層社會治理體制的鞏固和強化,也就是說,在傳統(tǒng)的社會管控邏輯和思維主導下,基層政府還處在不斷的加強單中心行政權威治理和社會管控能力的實踐中。這樣的實踐,與社會發(fā)展脫節(jié),與社會需求脫節(jié),不具有從現(xiàn)行舊體制走向未來新體制的社會改革意義。因此,推進基層治理的現(xiàn)代轉型,就是要明確當前基層治理的社會改革核心議題所在,亦即處理好政府與社會的關系以及市場與社會的關系,涉及政府治理的公共性建構、改革社會組織體制、建構政府、社會、市場等多元主體參與的基層社會治理體系。
[Abstract]:Innovating the social governance system at the grass-roots level is a social reform problem. It involves the reform of the relationship between government and society and the relationship between market and society. At present, the innovation practice of grass-roots social governance is mainly to consolidate and strengthen the traditional grass-roots social governance system, that is to say. Under the traditional logic and thinking of social control, grass-roots governments are still in the practice of strengthening the administrative authority of the single center and the ability of social control. This practice is out of step with the social development. Disjointed with social demand, there is no significance of social reform from the existing old system to the future new system. Therefore, to promote the modern transformation of grass-roots governance is to clarify the core issues of social reform of current grass-roots governance. In other words, dealing with the relationship between the government and the society and the relationship between the market and the society involves the public construction of government governance, the reform of the social organization system, the construction of the government and the society. Market and other pluralistic subjects participate in the grass-roots social governance system.
