【摘要】：現(xiàn)代治理強(qiáng)調(diào)各社會(huì)組織和公民個(gè)體的積極參與和平等互動(dòng),呈現(xiàn)為一種共和主義意義上的政治面相,其背后是"參與的邏輯"。但在當(dāng)下中國(guó),一些人對(duì)治理的理解,側(cè)重于自上而下的高效管理和收益核算,使治理呈現(xiàn)為行政的面相和"效率的邏輯"。這與治理的規(guī)范含義存在偏差。行政的面相和政治的面相在治理過(guò)程中皆必不可少,但居于核心地位的應(yīng)該是政治的面相及其"參與的邏輯"。這是由多元化社會(huì)事實(shí)的出現(xiàn)和現(xiàn)代性觀念的興起決定的,也是由中國(guó)的社會(huì)主義理念和社會(huì)發(fā)展實(shí)際決定的。認(rèn)識(shí)到二者的主次關(guān)系,意味著對(duì)當(dāng)下中國(guó)治理概念的某種再理解:治理問題不應(yīng)被理解為一個(gè)主客體之間"治與被治"的問題,而應(yīng)該被理解為主體間的豐富的互動(dòng)關(guān)系。同時(shí),在思考中國(guó)當(dāng)下的治理問題時(shí),還應(yīng)注意:在手段與目的之間做出正確的定位,在示范與學(xué)習(xí)之間做好恰當(dāng)?shù)募骖?在保障積極權(quán)利與消極權(quán)利之間做好必要的協(xié)調(diào)。
