【摘要】:我國城市管理機(jī)構(gòu)由建國初期的臨時(shí)性機(jī)構(gòu)到目前常設(shè)的行政執(zhí)法機(jī)構(gòu),經(jīng)歷了幾十年發(fā)展歷程。城管執(zhí)法人員代表政府行使公權(quán)力,維護(hù)市容市貌,其工作與群眾生活聯(lián)系緊密,其素質(zhì)對(duì)于政府轉(zhuǎn)變工作作風(fēng)、樹立形象至關(guān)重要。目前針對(duì)城管執(zhí)法人員勝任素質(zhì)模型的研究,相關(guān)文獻(xiàn)較少,對(duì)其勝任素質(zhì)模型尚無權(quán)威界定。研究構(gòu)建城管執(zhí)法人員的勝任素質(zhì)模型,有助于提高城管執(zhí)法者的素質(zhì),規(guī)范其執(zhí)法行為,有利于城管執(zhí)法隊(duì)伍的建設(shè)。本研究主要運(yùn)用文獻(xiàn)法和問卷法進(jìn)行調(diào)查研究,通過收集大量相關(guān)文獻(xiàn)及規(guī)范性文件資料,對(duì)城管工作人員進(jìn)行問卷調(diào)查和專家咨詢等,收集了大量的勝任素質(zhì)要素。然后運(yùn)用專家意見法,對(duì)收集的勝任要素進(jìn)行了多輪篩選,并參照冰山模型,提出了滄州市城管執(zhí)法人員六維度勝任素質(zhì)模型。通過大樣本調(diào)查問卷進(jìn)行了模型構(gòu)建的實(shí)證研究。運(yùn)用因子分析法進(jìn)行數(shù)據(jù)分析建模,就模型內(nèi)容和結(jié)構(gòu)進(jìn)行了檢驗(yàn),通過了信度檢驗(yàn)和包括聚合效度、區(qū)分度效度以及表面效度在內(nèi)的模型效度檢驗(yàn)。最終確定模型為四維度勝任素質(zhì)模型,囊括18項(xiàng)勝任素質(zhì)指標(biāo)。在模型中各維度重要度由高到低依次為:個(gè)人特質(zhì)、能力和知識(shí)以及身心素質(zhì)維度。其中個(gè)人特質(zhì)維度包含責(zé)任感與敬業(yè)精神、行政成本效率意識(shí)、抗壓能力、公共服務(wù)意識(shí)、服從意識(shí)、成就意識(shí)、公平公正、團(tuán)隊(duì)合作8項(xiàng)勝任素質(zhì)指標(biāo);能力技能維度包括依法行政能力、現(xiàn)場控制能力、突發(fā)事件應(yīng)變能力、調(diào)查取證能力、溝通協(xié)調(diào)能力5項(xiàng)勝任素質(zhì)指標(biāo);知識(shí)構(gòu)成維度包括行政管理知識(shí)、專業(yè)業(yè)務(wù)知識(shí)、經(jīng)濟(jì)法律知識(shí)3項(xiàng)勝任素質(zhì)指標(biāo);身心素質(zhì)維度包括自我情緒控制力、身體素質(zhì)2項(xiàng)勝任素質(zhì)指標(biāo)。本研究對(duì)此勝任素質(zhì)模型在城管執(zhí)法人員招錄、培訓(xùn)、考核、薪酬管理等工作中的應(yīng)用進(jìn)行了探討,并且運(yùn)用專家打分法對(duì)各勝任維度以及各勝任素質(zhì)項(xiàng)賦權(quán)重值,結(jié)合實(shí)際勝任水平測評(píng)的量化分級(jí),制定了簡易的城管執(zhí)法者勝任水平測量量表,以提高模型的應(yīng)用價(jià)值。
[Abstract]:China's urban management institutions have experienced several decades of development from the temporary institutions in the early days of the founding of the people's Republic of China to the present permanent administrative law enforcement agencies. Law enforcement officers on behalf of the government, the exercise of public power, to maintain the appearance of the city, the work and life of the masses are closely linked, the quality for the government to change the style of work, establish the image is very important. At present, there are few relevant literature on the competency model of urban management personnel, and there is no authority to define the competency model. Studying the competency model of urban management and law enforcement officers is helpful to improve the quality of urban management enforcers, standardize their law enforcement behavior, and contribute to the construction of urban management and law enforcement teams. This research mainly adopts the literature method and the questionnaire method to carry on the investigation and research. Through collecting a large number of related documents and normative documents, we conduct questionnaires and expert consultation to urban management staff, and collect a lot of competency elements. Then, the expert opinion method is used to conduct several rounds of screening of the competency elements. According to the iceberg model, the six dimensional competency model of Cangzhou urban management and law enforcement personnel is put forward. An empirical study of the model construction was carried out through a large sample questionnaire. Data analysis and modeling were conducted by factor analysis. The content and structure of the model were tested. Reliability test and model validity test including aggregation validity, discrimination validity and surface validity were adopted. The final determination model is the four dimension competency model, including 18 competency indicators. In the model, the importance of each dimension from high to low is the following: individual trait, ability and knowledge, and the dimension of physical and mental quality. The personality dimension contains sense of responsibility and professionalism, administrative cost efficiency consciousness, compressive ability, public service consciousness, subject consciousness, sense of achievement, fairness and justice, team 8 competency indicators; skills dimensions include administrative capacity, field control, emergency response ability, investigation ability and communication skills. 5 competency indicators; knowledge dimensions including administrative management knowledge, professional knowledge, knowledge of economic law 3 competency indicators; including physical and mental quality dimensions of emotional self controlling ability, physical 2 competency index. The study of this competency model in urban management and law enforcement personnel recruiting, training, appraisal and compensation management work are discussed, and the use of expert scoring method of the competency dimensions and each competency item weight, combined with the actual grading level of competence assessment, developed a simple law enforcement for level measurement the scale, so as to improve the application value of the model.
