【摘要】：在現(xiàn)代民主政治中,社會意志和國家意志之間是對立性交融關(guān)系,而公共政策的本質(zhì)則可理解為兩種意志的組合關(guān)系。這種組合關(guān)系具體體現(xiàn)在四個方面:公共政策內(nèi)容是社會意志與國家意志對立性交融的核心領(lǐng)域,公共政策特性是社會意志與國家意志對立性交融的集中體現(xiàn),公共政策過程是社會意志與國家意志對立性交融的現(xiàn)實狀態(tài),公共政策功能是社會意志與國家意志對立性交融的外在結(jié)果。在社會主義民主條件下,我們要鼓勵社會意志的表達和實現(xiàn),同時也要重視強化國家意志的權(quán)威地位,促進社會意志與國家意志的和諧統(tǒng)一。
[Abstract]:In modern democratic politics, the social will and the state will be antagonistic and interrelated, while the essence of public policy can be understood as the combination of two kinds of will. This combination is embodied in four aspects: public policy content is the core field of the social will and the will of the state opposition integration, public policy is the social characteristics of will and the will of the state opposition blend embodies the public policy process is the social will and national volition antagonism blend on the reality of public policy is the social function the will and the will of the state opposition blend of external result. Under the condition of socialist democracy, we should encourage the expression and Realization of social will, and at the same time, we must also attach importance to strengthening the authoritative position of national will and promoting the harmony and unity of social will and national will.
