  [動(dòng)態(tài)平衡】70年代以來(lái),許多資本主義國(guó)家已經(jīng)不強(qiáng)調(diào)以年末的國(guó)際收支平衡為目標(biāo),而是以經(jīng)濟(jì)實(shí)際運(yùn)行可能實(shí)現(xiàn)平衡的計(jì)劃期為平衡周期。這主要是出于兩個(gè)方面的原因,一是國(guó)際收支逆差變得越來(lái)越經(jīng)常;二是國(guó)際收支的不平衡可以作為一種手段來(lái)實(shí)施經(jīng)濟(jì)政策,于是出現(xiàn)了動(dòng)態(tài)平衡。動(dòng)態(tài)平衡的特點(diǎn)是:(l)根據(jù)經(jīng)濟(jì)波動(dòng)和經(jīng)濟(jì)增長(zhǎng)的需要為基礎(chǔ),確定若干年為平衡期;(2)動(dòng)態(tài)平衡以一定時(shí)期的國(guó)際收支平衡為一個(gè)基本目標(biāo),,同時(shí)還以國(guó)民經(jīng)濟(jì)增長(zhǎng)為另一個(gè)基本目標(biāo)。這兩個(gè)目標(biāo)是相輔相成、互相補(bǔ)充的,是比較靈活的雙重目標(biāo)的方式;(3)動(dòng)態(tài)平衡在實(shí)現(xiàn)雙重目標(biāo)的過(guò)程中,根據(jù)一國(guó)的具體情況,允許出現(xiàn)不平衡,待經(jīng)濟(jì)實(shí)力增強(qiáng)后,再達(dá)到國(guó)際收支平衡;(4)動(dòng)態(tài)平衡在計(jì)劃平衡期內(nèi)隨著經(jīng)濟(jì)的增長(zhǎng)有一定的收支差額,因而對(duì)一國(guó)經(jīng)濟(jì)產(chǎn)生較大的影響。動(dòng)態(tài)平衡和靜態(tài)平衡有密切的聯(lián)系,靜態(tài)平衡是動(dòng)態(tài)平衡的基礎(chǔ),動(dòng)態(tài)平衡是靜態(tài)平衡的匯集。在實(shí)際情況中,許多資本主義國(guó)家在考慮國(guó)際收支平衡時(shí),以靜態(tài)平衡為主,兼用動(dòng)態(tài)平衡,即采用兩種平衡來(lái)計(jì)劃國(guó)際收支的平衡。
