【摘要】：如欲彰顯社會(huì)治理體制的中國(guó)特色和實(shí)現(xiàn)治理范式的成功轉(zhuǎn)型,并使相關(guān)的學(xué)術(shù)討論更富有成效且達(dá)至新的知識(shí)增量,亟須在立基中國(guó)特定的歷史傳統(tǒng)、政治架構(gòu)和現(xiàn)實(shí)社情的基礎(chǔ)上,構(gòu)建一個(gè)"切近國(guó)情、學(xué)理清晰、內(nèi)容為王"的分析框架。這一框架應(yīng)涵蓋以下內(nèi)容:(1)黨和政府在社會(huì)治理這項(xiàng)系統(tǒng)工程中應(yīng)繼續(xù)扮好主導(dǎo)和引領(lǐng)的角色;(2)流變的治理主題始終暗含的是國(guó)家長(zhǎng)治久安、制度平穩(wěn)運(yùn)行、經(jīng)濟(jì)持續(xù)發(fā)展和人民安居樂(lè)業(yè);(3)要樹立"與民服務(wù)"合作治理的治理理念;(4)地方治理須結(jié)合各地的區(qū)域特色、地方性知識(shí),并尊重基層創(chuàng)新和群眾首創(chuàng)精神;(5)法治保障是當(dāng)下中國(guó)特色社會(huì)治理有效運(yùn)行的必然要求和邏輯基礎(chǔ)。
[Abstract]:If we want to highlight the Chinese characteristics of the social governance system and the successful transformation of the governance paradigm, and make the related academic discussions more effective and reach the new knowledge increment, it is urgent to build a "close to the national conditions, a clear understanding, the content as the king" on the basis of the specific historical tradition, political structure and realities of the foundation of China. The framework should cover the following contents: (1) the party and the government should continue to play a leading and leading role in the system project of social governance; (2) the governance theme of the rheology always implies that the country has long run stability, the system runs smoothly, the economy continues to develop and the people live in the music industry; and (3) to establish the governance principle of cooperative governance with the people's service. (4) local governance should be combined with regional characteristics, local knowledge, and respect for grass-roots innovation and the spirit of mass creation; (5) the guarantee of the rule of law is the necessary and logical basis for the effective operation of social governance with Chinese characteristics.
