【摘要】：[目的/意義]進行科學(xué)的戰(zhàn)略定位是一流智庫建設(shè)的成功經(jīng)驗。在國家大力推進中國特色新型智庫建設(shè)的時代背景下,確定并優(yōu)化公安機關(guān)新型智庫的戰(zhàn)略定位,是加強公安機關(guān)新型智庫建設(shè)的核心關(guān)鍵,有利于塑造發(fā)展特色、形成競爭優(yōu)勢,從根本上提高智庫的建設(shè)質(zhì)量和水平。[方法/過程]采用文獻綜述、統(tǒng)計分析等方法,簡要回顧了公安機關(guān)智庫的建設(shè)實踐,分析了公安機關(guān)新型智庫戰(zhàn)略定位的基本現(xiàn)狀、主要特點和不足,并提出優(yōu)化公安機關(guān)新型智庫戰(zhàn)略定位的政策建議。[結(jié)果/結(jié)論 ]分析表明,當(dāng)前公安機關(guān)新型智庫的戰(zhàn)略定位,在研究內(nèi)容選擇、研究組織實施、研究主體隊伍建設(shè)等方面均表現(xiàn)出明顯的行業(yè)本位和相對封閉的特點。優(yōu)化公安機關(guān)新型智庫的戰(zhàn)略定位,要綜合考慮"做什么""怎么做""誰來做"三個維度,實現(xiàn)戰(zhàn)略設(shè)計(內(nèi)容)、戰(zhàn)略實施(執(zhí)行)和戰(zhàn)略管理(主體)的有機銜接。在研究內(nèi)容選擇上,要將戰(zhàn)略性、系統(tǒng)性與創(chuàng)新性相結(jié)合,重點加強影響社會安全穩(wěn)定的根源性因素研究;在研究實施策略上,要突出問題導(dǎo)向、需求導(dǎo)向和應(yīng)用導(dǎo)向,走專業(yè)化的發(fā)展路徑;在研究隊伍構(gòu)成上,注重整合公安院校、公安實戰(zhàn)部門、科研機構(gòu)和其他社會安全研究領(lǐng)域的專家力量。
[Abstract]:Objective / significance: scientific strategic positioning is a successful experience in the construction of first-class think-tank. Against the background of the state's efforts to promote the construction of a new type of think-tank with Chinese characteristics, the determination and optimization of the strategic orientation of the new type of think-tank with Chinese characteristics is the core key to strengthening the construction of the new-type think-tank of the public security organ and is conducive to shaping the characteristics of development. Form a competitive advantage, fundamentally improve the quality and level of the construction of think tanks. [methods] by means of literature review, statistical analysis and other methods, this paper briefly reviews the construction practice of public security organs think tanks, and analyzes the basic status, main characteristics and shortcomings of the strategic positioning of the new type of public security organs think tanks. And put forward the policy suggestion of optimizing the strategic orientation of the new type of public security organ think tank. [results / conclusion] the analysis shows that the strategic orientation of the new type of think-tank of public security organs at present shows obvious industry-standard and relatively closed characteristics in the aspects of research content selection, research organization implementation, research subject team construction and so on. In order to optimize the strategic orientation of the new type of think-tank of public security organs, we should consider synthetically the three dimensions of "what to do" and "how to do" and "who will do it" to realize the organic connection between strategic design (content), strategic implementation (execution) and strategic management (subject). In the selection of research content, we should combine strategic, systematic and innovative, and focus on strengthening the research on the root causes of social security and stability, and stress the problem orientation, demand orientation and application orientation in the research implementation strategy. On the composition of the research team, we should pay attention to the integration of experts in public security academies, public security departments, scientific research institutions and other fields of social security research.
