【摘要】：[目的 /意義]論述了加強中國特色新型網(wǎng)絡安全和信息化專業(yè)智庫建設的命題。[方法 /過程]分析了提出這一命題的背景,從建設中國特色新型網(wǎng)絡安全和信息化專業(yè)智庫的新理念、新定位、新體系和新機制四個方面進行了深入的分析闡述。[結果 /結論 ]其中新理念論述了中國特色和新型智庫;新定位提出了三面向:面向建設網(wǎng)絡強國的發(fā)展新愿景,面向陸�？仗炀W(wǎng)五大發(fā)展新空間,面向統(tǒng)籌國際國內(nèi)治理體系和治理能力現(xiàn)代化新目標;新體系在對專業(yè)智庫現(xiàn)狀分析的基礎上,提出了形成多層次多類型多主題的專業(yè)智庫體系的專業(yè)智庫建設構想;新機制則提出了國際交流合作、獨立和爭鳴的研究、數(shù)據(jù)驅(qū)動型研究、領軍人才培養(yǎng)、協(xié)同創(chuàng)新五項新機制。
[Abstract]:This paper discusses the proposition of strengthening the construction of a new type of network security and information specialized think tank with Chinese characteristics. [method / process] this paper analyzes the background of putting forward this proposition, and analyzes and expounds deeply the new idea, new orientation, new system and new mechanism of constructing a new type of network security and information specialized think tank with Chinese characteristics. [results / conclusion] among them, the new concept discusses the Chinese characteristics and the new think-tank, and the new orientation puts forward three aspects: a new vision for the construction of a powerful network, and a new space for the development of the land, sea, and sky networks. Based on the analysis of the present situation of professional think tanks, the paper puts forward the conception of building professional think tanks with multi-level, multi-type and multi-topic specialized think tank system, which is oriented to the modernization of international and domestic governance system and governance ability. The new mechanism puts forward five new mechanisms: international communication and cooperation, independent and contending research, data-driven research, leadership training and collaborative innovation.
