【摘要】：正貫徹落實上級指示精神往往需要層層傳達,但是,層層傳達并不代表層層落實,有時上級指示精神會在層層傳達中衰減、變?nèi)?變樣、走形,打折、落空。之所以出現(xiàn)這種現(xiàn)象,主要有四個方面的原因:一是需要傳達和落實的上級指示不夠具體,措施不夠細致,要求不夠明確,從而出現(xiàn)少數(shù)人選擇性執(zhí)行的現(xiàn)象;二是缺乏信息回饋機制,只有上對下的正向傳導(dǎo),沒有下對上的逆向反饋,上級機關(guān)對基層的落實情況心中無數(shù);三是上級機關(guān)對基層執(zhí)行情況缺乏監(jiān)督,沒有具體的檢查督
[Abstract]:To carry out the spirit of higher instruction often requires layer by layer communication, but layer by layer communication does not represent layer by layer implementation. Sometimes the higher level instruction spirit will attenuate, weaken, change sample, walk shape, discount, and fail in layer upon layer communication. There are four main reasons for this phenomenon: first, the superior instructions that need to be conveyed and implemented are not specific enough, the measures are not detailed enough, and the requirements are not clear enough, thus the phenomenon of selective implementation by a small number of people appears; The second is the lack of information feedback mechanism, only the positive transmission from top to bottom, no reverse feedback from bottom to bottom, and the implementation of grass-roots units is innumerable by higher authorities; third, the higher authorities lack supervision over the implementation of grass-roots units, and there is no specific inspection and supervision.
