試論管理中的責任離散及其成果

【摘要】:正 管理活動中有這樣一種現(xiàn)象,在某一崗位上,管理者越多,管理效率越低。對于這一現(xiàn)象,有的人從管理者的素質上尋找原因。有的人從機構重疊上尋找答案。我們在此從責任離散上分析一下這一現(xiàn)象的本質和后果。 一、責任離散的含義 責任離散是與責任集中相對應的一個范疇。所謂責任離散,又稱責任分散,是指某具體任務由兩個以上的人同時層次地負責,雙方的責任范圍重復,責任內(nèi)容分工不明確,結果雙方都不負責任。 中國有句俗語:一個和尚挑水吃,兩個和尚抬水吃;三個和尚沒水吃。這里,三個和尚沒水吃,就是責任離散的結果。擔水的任務,一開始由一個和尚承擔,責任集中他身上,他無推托責任的條件和動機。后來由兩個人抬水,分工也明確,誰也無法推托責任。最后,由三個和尚擔水,就出現(xiàn)了責任離散,同時為每個人推托責任提供了條件,結果相互依賴,誰也不負責任。
[Abstract]:There is such a phenomenon in positive management activities that the more managers in a certain position, the less efficient management is. For this phenomenon, some people from the quality of managers looking for reasons. Some people look for answers from overlapping institutions. Here we analyze the nature and consequences of this phenomenon from the point of view of responsibility dispersion. First, the meaning of responsibility discretization is a category corresponding to responsibility set. The so-called responsibility discretization, also known as the responsibility dispersal, refers to a specific task by two or more people at the same time, the scope of responsibility of both sides is repeated, the division of responsibility content is not clear, the result is that both sides are irresponsible. There is a saying in China: one monk carries water to eat, two carry water to eat; three monks have no water to eat. Here, the three monks do not eat, is the result of the separation of responsibilities. The task of carrying water, initially undertaken by a monk, focused on him, and he had no conditions or motives for shirking responsibility. Later, two people carry water, division of labor is clear, no one can shirk responsibility. Finally, when the three monks carry water, there appears to be a separation of responsibilities, and at the same time provides the conditions for everyone to shirk their responsibilities, with the result that they are interdependent and no one is responsible.
