【摘要】：城市群是城市集群發(fā)展的高級(jí)空間形態(tài),但大氣污染問題嚴(yán)重?fù)p害了城市形象與生態(tài)效益。以京津冀為例,該地區(qū)為治理跨域大氣污染問題,制定了不少的防控措施,但存在跨域治理機(jī)構(gòu)缺乏、監(jiān)督預(yù)警與績效評價(jià)不完善和綠色營銷機(jī)制缺失等問題。建議構(gòu)建城市群大氣污染跨域治理與綠色營銷機(jī)制主要包括:創(chuàng)新跨域治理機(jī)構(gòu),深度推進(jìn)聯(lián)動(dòng)執(zhí)法;完善大氣污染監(jiān)測監(jiān)督網(wǎng),建立績效評價(jià)體系;搭建京津冀區(qū)域污染研究平臺(tái),倡導(dǎo)低碳技術(shù)創(chuàng)新;全面實(shí)施能源替代工程,完善綠色營銷機(jī)制;減少利益博弈,加強(qiáng)跨域利益協(xié)調(diào)與全民參與。
[Abstract]:Urban agglomeration is the advanced spatial form of urban cluster development, but the problem of air pollution has seriously damaged the image and ecological benefits of the city. Taking Beijing, Tianjin and Hebei as an example, this area is to deal with the problem of cross-regional air pollution. A lot of prevention and control measures have been established, but there is a lack of cross-domain governance agencies. Some problems such as imperfect supervision and early warning, imperfect performance evaluation and the lack of green marketing mechanism are proposed. It is suggested to build a cross-regional governance and green marketing mechanism for urban agglomeration, including: innovating cross-regional governance institutions and promoting the law enforcement in depth; Improve the air pollution monitoring and supervision network, establish the performance evaluation system; Build the research platform of pollution in Beijing-Tianjin-Hebei region and advocate low-carbon technology innovation; Carry out the energy substitution project in an all-round way, perfect the green marketing mechanism; Reduce interest game, strengthen cross-regional interest coordination and national participation.
