【摘要】：電力體制改革是中國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的必然要求,所以電力行業(yè)引入市場(chǎng)機(jī)制可以有效地進(jìn)行電力資源優(yōu)化,提高電力資源生產(chǎn)和傳輸?shù)男省Ｈ欢?電力市場(chǎng)中,電網(wǎng)企業(yè)直接或間接地存在經(jīng)營(yíng)風(fēng)險(xiǎn),電力營(yíng)銷工作的難度越來(lái)越大。如今電費(fèi)回收風(fēng)險(xiǎn)已經(jīng)成為電力公司主要關(guān)心和把控的經(jīng)營(yíng)風(fēng)險(xiǎn)。本文結(jié)合目前G市電費(fèi)回收現(xiàn)狀和管理措施,分析電費(fèi)回收風(fēng)險(xiǎn)的成因和問(wèn)題,通過(guò)對(duì)產(chǎn)生電費(fèi)回收風(fēng)險(xiǎn)的相關(guān)因素進(jìn)行分析、鑒別尋找各因素間內(nèi)在、本質(zhì)和必然的聯(lián)系及其特定規(guī)律,以確定各因素對(duì)電力企業(yè)的影響,并建立G市電費(fèi)回收風(fēng)險(xiǎn)指標(biāo)體系；選定在技術(shù)上具有先進(jìn)性、在理論上具有合理性、在操作上具有可靠性的AHP方法對(duì)建立的電費(fèi)回收風(fēng)險(xiǎn)指標(biāo)體系進(jìn)行權(quán)重設(shè)計(jì)；在此基礎(chǔ)上,通過(guò)FAHP模糊綜合評(píng)價(jià)模型對(duì)G市電費(fèi)回收指標(biāo)體系進(jìn)行評(píng)估管理,找出電費(fèi)回收風(fēng)險(xiǎn)較大的主要企業(yè)；根據(jù)評(píng)價(jià)的結(jié)果建立動(dòng)態(tài)的,符合G市實(shí)際的電費(fèi)回收控制體系,將評(píng)價(jià)不好的企業(yè)進(jìn)行重點(diǎn)把控。通過(guò)科學(xué)的建立G市電費(fèi)回收指標(biāo)體系和評(píng)價(jià)體系,實(shí)現(xiàn)G市電費(fèi)回收控制的目的,對(duì)其他地市公司電費(fèi)回收工作的開(kāi)展起到指導(dǎo)作用。
[Abstract]:The reform of electric power system is an inevitable requirement of China's economic and social development, so the introduction of market mechanism in power industry can effectively optimize power resources and improve the efficiency of power resources production and transmission. In the electric power market, there are direct or indirect operating risks in power grid enterprises. Electricity marketing work is becoming more and more difficult. Nowadays, the risk of electricity recovery has become the main concern and control of the operation risk of power companies. This paper combined with the current situation of electricity recovery and management measures in G City. Analyze the causes and problems of the risk of electricity recovery, through the analysis of the related factors to generate the risk of electricity recovery, identify and find the inherent, essential and inevitable relationship between the factors and their specific laws. In order to determine the impact of various factors on power enterprises, and establish G City electricity recovery risk index system; The AHP method, which is advanced in technology, reasonable in theory and reliable in operation, is chosen to design the weight of the risk index system of electricity recovery. On this basis, through the FAHP fuzzy comprehensive evaluation model to the G city electricity recovery index system evaluation management, find out the major enterprises with higher risk of electricity recovery; According to the results of the evaluation to establish a dynamic, in line with the actual G City electricity recovery control system, the evaluation of enterprises to focus on the control, through the scientific establishment of G City electricity recovery index system and evaluation system. To realize the purpose of electricity recovery control in G city, play a guiding role in the development of electricity recovery work of other prefectural companies.
