賀州市城市供水工程規(guī)劃建設(shè)管理研究

【摘要】：城市供水是城市形成和發(fā)展不可或缺的物質(zhì)條件。供水設(shè)施的建設(shè)情況體現(xiàn)著城市城鎮(zhèn)化的發(fā)展階段,同時(shí)也反映著城市政府的管理水平。目前我國(guó)正處于實(shí)施新型城鎮(zhèn)化、消費(fèi)結(jié)構(gòu)和生活質(zhì)量提級(jí)改造的發(fā)展階段,供水行業(yè)的服務(wù)和管理水平不同城市中仍有較大差距,且普遍與城市化的發(fā)展要求不匹配。通過(guò)對(duì)賀州市供水的現(xiàn)狀、問(wèn)題進(jìn)行分析,結(jié)合賀州市供水工程實(shí)際和發(fā)展方向利用SWOT分析方法對(duì)項(xiàng)目的規(guī)劃建設(shè)進(jìn)行分析并將項(xiàng)目管理理論應(yīng)用于規(guī)劃建設(shè),提出項(xiàng)目管理的對(duì)策,對(duì)于解決當(dāng)前賀州市供水基礎(chǔ)設(shè)施不足、供水行業(yè)難以發(fā)揮規(guī)模經(jīng)營(yíng)、水源保護(hù)與水質(zhì)污染矛盾突出、供水水質(zhì)水量存在安全性問(wèn)題等方面具有重要的理論和現(xiàn)實(shí)意義。
[Abstract]:Urban water supply is an indispensable material condition for the formation and development of a city. The construction of water supply facilities reflects the development stage of urbanization and the management level of city government. At present, China is in the developing stage of implementing new urbanization, consumption structure and quality of life upgrading. There is still a big gap between the service and management level of water supply industry in different cities, and the development requirements of urbanization are not matched generally. Through analyzing the current situation and problems of water supply in Hezhou City, combining with the actual situation and development direction of water supply project in Hezhou City, this paper analyzes the planning and construction of the project by using the method of SWOT analysis and applies the theory of project management to the planning and construction of the project. The countermeasures of project management are put forward to solve the shortage of water supply infrastructure in Hezhou City at present, the water supply industry is difficult to give full play to scale operation, and the contradiction between water source protection and water pollution is prominent. The safety problem of water quality and quantity has important theoretical and practical significance.
