高層建筑滅火系統(tǒng)研發(fā)項(xiàng)目進(jìn)度計(jì)劃制定研究

【摘要】:高層建筑火災(zāi)撲救是世界消防的難題,主要受到登高消防車的舉高和遠(yuǎn)距離投送裝備能力的制約。為有效解決這一難題,北京市公安局消防局和航天科工集團(tuán)二院二0六所共同進(jìn)行了高層建筑滅火系統(tǒng)研發(fā)項(xiàng)目研究。這是將軍事航空科技成果轉(zhuǎn)化為消防民用產(chǎn)品的一次嘗試。項(xiàng)目涉及的技術(shù)復(fù)雜,參與人員多,工期時(shí)間緊、資金有限,只有制定詳盡的、可操作的項(xiàng)目進(jìn)度計(jì)劃才可以統(tǒng)籌安排整個(gè)項(xiàng)目的管理工作,使得項(xiàng)目各項(xiàng)工作有條不紊的開展,才能避免資金、材料、設(shè)備及人力閑置浪費(fèi)或協(xié)調(diào)不到位等現(xiàn)象發(fā)生,確保項(xiàng)目在規(guī)定目標(biāo)工期內(nèi)保質(zhì)完成。西方對(duì)項(xiàng)目進(jìn)度計(jì)劃管理研究有兩個(gè)世紀(jì)的歷史,我國研究運(yùn)用項(xiàng)目進(jìn)度計(jì)劃管理方法也有了50多年的歷史,其研究的主要方向在工程領(lǐng)域,在軍事航空工業(yè)中也得到了廣泛的運(yùn)用,但針對(duì)軍轉(zhuǎn)民用產(chǎn)品研發(fā)項(xiàng)目的研究和運(yùn)用較少,對(duì)于應(yīng)用軍事航空技術(shù)研發(fā)消防民用產(chǎn)品項(xiàng)目的研究更是寥寥無幾。因此對(duì)于制定高層建筑滅火系統(tǒng)研發(fā)項(xiàng)目進(jìn)度計(jì)劃的研究,不能照搬國內(nèi)外經(jīng)驗(yàn),而是應(yīng)該結(jié)合項(xiàng)目特點(diǎn)和相關(guān)項(xiàng)目進(jìn)度計(jì)劃管理理論,探索一條適合此類項(xiàng)目的進(jìn)度計(jì)劃制定方法和程序。本文基于高層建筑滅火系統(tǒng)研發(fā)項(xiàng)目進(jìn)度計(jì)劃制定的案例研究,對(duì)于軍事航空科技運(yùn)用于民用產(chǎn)品研發(fā)項(xiàng)目的進(jìn)度計(jì)劃制定,以及解決在計(jì)劃制定中遇到相類似的問題有一定的指導(dǎo)和啟發(fā)。本文在研究了大量項(xiàng)目進(jìn)度計(jì)劃管理理論及文獻(xiàn)的基礎(chǔ)上,以高層建筑滅火系統(tǒng)研發(fā)項(xiàng)目為研究對(duì)象,充分借鑒相關(guān)研發(fā)項(xiàng)目,深入研究項(xiàng)目進(jìn)度計(jì)劃編制理論,采用項(xiàng)目工作結(jié)構(gòu)分解(WBS)分析高層建筑滅火系統(tǒng)研發(fā)項(xiàng)目結(jié)構(gòu),綜合運(yùn)用定量計(jì)算法、類比估算法、專家估算法及時(shí)間估計(jì)法等方法對(duì)項(xiàng)目各個(gè)工序工作時(shí)間進(jìn)行估算,采用網(wǎng)路技術(shù)并輔助以Microsoft Project 2007項(xiàng)目管理軟件,編制項(xiàng)目進(jìn)度計(jì)劃甘特圖和網(wǎng)絡(luò)圖,并對(duì)項(xiàng)目關(guān)鍵路徑進(jìn)行分析,完成項(xiàng)目進(jìn)度計(jì)劃編制。在項(xiàng)目實(shí)施過程中,由于項(xiàng)目目標(biāo)工期變化,對(duì)關(guān)鍵工作工期進(jìn)行壓縮,得出修訂的項(xiàng)目進(jìn)度計(jì)劃方案,實(shí)現(xiàn)項(xiàng)目工期和成本的最佳結(jié)合,按時(shí)保質(zhì)保量完成項(xiàng)目,反映了制定項(xiàng)目進(jìn)度計(jì)劃的成效。最后,文章在結(jié)尾部分對(duì)項(xiàng)目進(jìn)行了總結(jié),并提出了待進(jìn)一步解決的問題。希望本文針對(duì)軍工轉(zhuǎn)型企業(yè)在軍轉(zhuǎn)民用技術(shù)研發(fā)項(xiàng)目,項(xiàng)目進(jìn)度計(jì)劃制定研究具有一定的借鑒和指導(dǎo)意義。
[Abstract]:The fire suppression of high-rise buildings is a difficult problem in the world, which is mainly restricted by the hoisting ability of high altitude fire engines and the ability of long distance delivery equipment. In order to solve this problem effectively, the fire department of Beijing Public Security Bureau and the sixth Institute of the second Institute of Aerospace Science and Technology Group jointly carried out a research and development project on the fire extinguishing system of high-rise buildings. This is an attempt to turn the achievements of military aviation science and technology into fire fighting civilian products. The technology involved in the project is complex, there are many participants, the duration of the project is tight, and the funds are limited. Only when a detailed and operable project schedule is formulated can the overall management of the project be arranged as a whole. The project can be carried out methodically so as to avoid the waste of funds, materials, equipment and manpower, or the lack of coordination, and ensure that the project is completed within the specified target period. The research on project schedule management in the west has a history of two centuries, and the research and application of project schedule management method in China has a history of more than 50 years, the main research direction of which is in the field of engineering. It has been widely used in the military aviation industry, but the research and application of the research and development project of the military conversion products is less, and the research on the application of military aviation technology to the development of fire and civil products project is even less. Therefore, the research on the development progress plan of the fire extinguishing system of high-rise building should not copy the domestic and foreign experience, but should be combined with the characteristics of the project and the relevant project schedule management theory. Explore a method and procedure for developing a schedule for such a project. This paper is based on the case study of the progress plan of the R & D project of the fire extinguishing system for high-rise buildings, and makes the progress plan for the application of military aviation science and technology to the research and development of civil products. And to solve similar problems encountered in planning has some guidance and inspiration. On the basis of studying a large number of project schedule management theories and literatures, this paper takes the high building fire extinguishing system research and development project as the research object, fully draws lessons from the related research and development project, deeply studies the project schedule plan formulation theory. The project structure decomposition (WBS) is used to analyze the research and development project structure of the fire extinguishing system of high-rise building. The working time of each working procedure of the project is estimated by using the quantitative calculation method, the analogy estimation method, the expert estimation method and the time estimation method, etc. By using network technology and aided by Microsoft Project 2007 project management software, the Gantt chart and network chart of project schedule are worked out, and the critical path of project is analyzed, and the project schedule is worked out. In the process of project implementation, due to the change of project target duration, the key work period is compressed, the revised project schedule is obtained, the best combination of project duration and cost is realized, and the project is completed on time, quality and quantity. Reflects the effectiveness of the project progress plan. At the end of the article, the project is summarized and the problems to be solved are put forward. It is hoped that this paper has some reference and guidance significance for the R & D project of military conversion technology in military industry transition enterprises and the research of project schedule.
