GF企業(yè)高端人才引進(jìn)項(xiàng)目管理模式研究

【摘要】:高端人才創(chuàng)新創(chuàng)業(yè)工作作為關(guān)系經(jīng)濟(jì)發(fā)展的一項(xiàng)重要內(nèi)容,近十年來(lái),發(fā)展十分迅速。國(guó)家“千人計(jì)劃”、江蘇省“雙創(chuàng)計(jì)劃”等一大批引才計(jì)劃相繼推出,但在大量政策激勵(lì)的前提下,企業(yè)引進(jìn)高端人才出現(xiàn)了急功近利、管理不規(guī)范、市場(chǎng)化程度不高、遴選方法不得當(dāng)?shù)葐?wèn)題。在這項(xiàng)工作過(guò)程中,充分運(yùn)用項(xiàng)目管理的基本方法,就能夠?yàn)槠髽I(yè)引進(jìn)高端人才提供有力的宏觀指導(dǎo)、提高企業(yè)人才資源開(kāi)發(fā)效益等,使人才作用在企業(yè)發(fā)揮更大的作用。其次,政府的引進(jìn)政策在體制和措施上還存在一些問(wèn)題,制約著企業(yè)人才作用的有效發(fā)揮,本文認(rèn)為主要是人才項(xiàng)目管理體系在企業(yè)內(nèi)容、企業(yè)和政府之間還尚未完全建立起來(lái)。本文從項(xiàng)目管理的角度,在企業(yè)高端人才引進(jìn)工作不斷推進(jìn)的大背景下,以GF企業(yè)引才模式為視角,詳細(xì)闡述了企業(yè)引才工作措施、引才項(xiàng)目評(píng)審落戶服務(wù)的方式方法,并分析了GF企業(yè)所在地——JR市引才政策體系,對(duì)近年來(lái)企業(yè)高端人才引進(jìn)項(xiàng)目的管理現(xiàn)狀進(jìn)行了分析,以點(diǎn)窺面,探討了存在的不足以及亟待解決的問(wèn)題,探索建立一個(gè)較為完整、系統(tǒng)的企業(yè)高端人才引進(jìn)管理運(yùn)行模式及其流程,對(duì)企業(yè)進(jìn)一步完善引才措施、構(gòu)建更加優(yōu)質(zhì)的人才發(fā)展環(huán)境提出了建議對(duì)策。
[Abstract]:As an important part of economic development, the innovation and pioneering work of high-end talents has developed very rapidly in the past ten years. The National "Thousand thousands Plan" and the Jiangsu Province "mass entrepreneurship and innovation Plan" have been launched one after another. However, under the premise of a large number of policies and incentives, enterprises have brought in high-end talents for quick success and quick profits, their management is not standardized, and the degree of marketization is not high. The selection method is not appropriate and so on. In the process of this work, making full use of the basic methods of project management can provide powerful macro guidance for enterprises to introduce high-end talents, improve the efficiency of the development of enterprise talent resources, and make talents play a greater role in the enterprises. Secondly, there are still some problems in the system and measures of the government's introduction policy, which restrict the effective exertion of the role of the enterprise talents. This paper thinks that the talent project management system is mainly in the enterprise content. The relationship between business and government has not yet been fully established. From the point of view of project management, under the background of the continuous promotion of the introduction of high-end talents in enterprises, this paper, from the angle of view of the model of GF enterprises, expounds in detail the measures to introduce talents in enterprises, and the ways and methods of evaluating and settling down service for talents projects. This paper also analyzes the policy system of introducing talents in JR, the seat of GF enterprise, and analyzes the management status of the high-end talent introduction project in recent years. The paper discusses the shortcomings and the problems to be solved urgently. This paper probes into the establishment of a more complete and systematic operation mode and process for the introduction and management of high-end talents in enterprises, and puts forward some suggestions and countermeasures for enterprises to further improve the measures of attracting talents and to build a more high-quality environment for the development of talents.
