【摘要】：在發(fā)改委的日常業(yè)務(wù)中,項(xiàng)目的申報(bào)、審批、監(jiān)管是主要的業(yè)務(wù)內(nèi)容。目前各地發(fā)改委都面臨著很多項(xiàng)目的申報(bào)和管理工作,由于經(jīng)濟(jì)發(fā)展的不斷深入,發(fā)改委的項(xiàng)目管理工作量也越來(lái)越大,項(xiàng)目管理業(yè)務(wù)量大、種類多樣化、監(jiān)管不力等問(wèn)題是地方發(fā)改委面臨的主要問(wèn)題,也是信息化管理的主要內(nèi)容。針對(duì)目前我國(guó)各級(jí)發(fā)改委的工作現(xiàn)狀,充分分析地方發(fā)改委的特點(diǎn),急需設(shè)計(jì)一個(gè)具有流程化業(yè)務(wù)處理特點(diǎn)的信息化管理平臺(tái)。本文系統(tǒng)的設(shè)計(jì)以我國(guó)各級(jí)發(fā)改委的項(xiàng)目管理工作為基礎(chǔ),分析目前沈陽(yáng)市發(fā)改委相關(guān)機(jī)構(gòu)和部門(mén)在項(xiàng)目監(jiān)管工作中存在的問(wèn)題,進(jìn)行信息化管理系統(tǒng)的設(shè)計(jì),該系統(tǒng)的設(shè)計(jì)將極大的提高地方基層發(fā)改委項(xiàng)目監(jiān)管工作的效率和質(zhì)量。系統(tǒng)的設(shè)計(jì)主要針對(duì)發(fā)改委項(xiàng)目管理工作的核心業(yè)務(wù)流程,分析其現(xiàn)階段工作的現(xiàn)狀,采用Web相關(guān)技術(shù)和方法進(jìn)行開(kāi)發(fā),主要的工作內(nèi)容如下:(1)設(shè)計(jì)并實(shí)現(xiàn)了發(fā)改委項(xiàng)目管理功能,主要包括了項(xiàng)目申報(bào)管理、項(xiàng)目審核管理功能。通過(guò)該功能的設(shè)計(jì),用戶可以通過(guò)Web頁(yè)面實(shí)現(xiàn)重大項(xiàng)目信息的在線申報(bào)和在線審核操作。(2)設(shè)計(jì)并實(shí)現(xiàn)了發(fā)改委招投標(biāo)管理功能,主要包括了招標(biāo)管理、投標(biāo)管理、競(jìng)標(biāo)管理功能。通過(guò)該功能的設(shè)計(jì),用戶可以通過(guò)Web頁(yè)面實(shí)現(xiàn)了重大項(xiàng)目的在線招投標(biāo)管理操作。(3)設(shè)計(jì)并實(shí)現(xiàn)了發(fā)改委項(xiàng)目監(jiān)管功能,主要包括了項(xiàng)目進(jìn)度查詢、工作質(zhì)量評(píng)估等管理功能,通過(guò)該功能的設(shè)計(jì),用戶可以通過(guò)Web頁(yè)面實(shí)現(xiàn)重大項(xiàng)目信息的在線監(jiān)管相關(guān)業(yè)務(wù)操作。(4)設(shè)計(jì)并實(shí)現(xiàn)了基礎(chǔ)信息管理功能,主要包括了項(xiàng)目、部門(mén)、人員等基礎(chǔ)信息的添加、刪除和修改操作。通過(guò)該功能的設(shè)計(jì),用戶可以通過(guò)Web頁(yè)面實(shí)現(xiàn)了重大項(xiàng)目信息的在線數(shù)據(jù)的管理和維護(hù)操作。本系統(tǒng)的開(kāi)發(fā)主要包括了用戶需求分析、總體設(shè)計(jì)、系統(tǒng)詳細(xì)設(shè)計(jì)、系統(tǒng)編碼實(shí)現(xiàn)以及系統(tǒng)測(cè)試等相關(guān)流程。結(jié)合基層發(fā)改委機(jī)構(gòu)和部門(mén)在重大項(xiàng)目管理過(guò)程中的業(yè)務(wù)內(nèi)容,分析其業(yè)務(wù)流程,針對(duì)項(xiàng)目監(jiān)管工作的業(yè)務(wù)流程,對(duì)核心業(yè)務(wù)環(huán)節(jié)進(jìn)行功能需求描述。對(duì)沈陽(yáng)市發(fā)改委重大項(xiàng)目信息監(jiān)管系統(tǒng)進(jìn)行了總體設(shè)計(jì),首先對(duì)系統(tǒng)進(jìn)行了網(wǎng)絡(luò)結(jié)構(gòu)的設(shè)計(jì),將客戶端硬件軟件和服務(wù)器端硬件軟件進(jìn)行了合理的配置,實(shí)現(xiàn)了基于Web的程序架構(gòu)設(shè)計(jì),按照數(shù)據(jù)庫(kù)設(shè)計(jì)流程,進(jìn)行了數(shù)據(jù)庫(kù)的E-R模型設(shè)計(jì)和數(shù)據(jù)庫(kù)表設(shè)計(jì),并且完成了基于SQLServer2008數(shù)據(jù)庫(kù)平臺(tái)的數(shù)據(jù)庫(kù)存儲(chǔ)設(shè)計(jì)。本文系統(tǒng)的設(shè)計(jì)采用Visual Studio2013開(kāi)發(fā)平臺(tái),基于ASP.NET相關(guān)技術(shù)和方法進(jìn)行系統(tǒng)的功能實(shí)現(xiàn),基于軟件開(kāi)發(fā)理論進(jìn)行設(shè)計(jì)。系統(tǒng)的功能設(shè)計(jì)符合軟件開(kāi)發(fā)標(biāo)準(zhǔn)流程,最終完成了系統(tǒng)的測(cè)試,測(cè)試結(jié)果表明:本文系統(tǒng)的設(shè)計(jì)符合用戶需求,滿足了實(shí)際應(yīng)用的需要。
[Abstract]:In the daily business of NDRC, project declaration, approval, supervision are the main business content. At present, all the NDRC are faced with the application and management of many projects. Due to the deepening of economic development, the NDRC project management workload is increasing, the project management business volume is large and the types of project management are diversified. Weak supervision is the main problem faced by the local NDRC, and also the main content of information management. In view of the present situation of the development and reform commission at all levels in our country, the characteristics of the local development and reform commission are fully analyzed, and an information management platform with the characteristics of process operation is urgently needed to be designed. Based on the project management work of the National Development and Reform Commission at all levels in China, this paper analyzes the problems existing in the project supervision work of the relevant institutions and departments of Shenyang Development and Reform Commission, and designs the information management system. The design of the system will greatly improve the efficiency and quality of the project supervision of the local development and reform commission. The design of the system is mainly aimed at the core business process of the project management work of the NDRC, analyzes the present situation of its work at present, and adopts the Web related technology and method to carry on the development. The main contents are as follows: (1) the project management function of NDRC is designed and implemented, which includes project declaration management and project audit management. Through the design of this function, the user can realize the online declaration and online audit operation of the important project information through the Web page. (2) designed and realized the management function of the NDRC bidding, mainly including the bidding management, bidding management, Bidding management function. Through the design of this function, the user can realize the online bidding management operation of the major project through the Web page. (3) the project supervision function of NDRC is designed and realized, which mainly includes the project schedule query. Work quality evaluation and other management functions, through the design of this function, users can through the Web page to achieve major project information online supervision related business operations. (4) designed and implemented the basic information management function, mainly including the project, Add, delete and modify the basic information of department, personnel and so on. Through the design of this function, the user can manage and maintain the online data of the important item information through the Web page. The development of the system mainly includes user demand analysis, overall design, system detailed design, system coding implementation and system testing and other related processes. Combined with the business contents of the institutions and departments of the grassroots Development and Reform Commission in the process of major project management, this paper analyzes their business processes, and describes the functional requirements of the core business links according to the business processes of the project supervision. The information supervision system of Shenyang Development and Reform Commission is designed as a whole. Firstly, the network structure of the system is designed, and the hardware and software of the client and the server are configured reasonably. The program architecture design based on Web is realized. According to the database design flow, the E-R model design and database table design of database are carried out, and the database storage design based on SQLServer2008 database platform is completed. The design of the system is based on the Visual Studio2013 development platform, based on the ASP.NET technology and methods to achieve the function of the system, based on the software development theory to design. The function design of the system conforms to the standard flow of software development and the system test is completed. The test results show that the design of the system meets the needs of users and meets the needs of practical applications.
