吉林油田天然氣產(chǎn)能建設(shè)項目后評價研究

【摘要】:隨著低碳環(huán)保的綠色生活理念逐漸深入和下游天然氣市場逐步成熟與完善,天然氣作為重要的清潔能源,其市場需求越來越大。通過增加產(chǎn)能建設(shè),進(jìn)一步提升天然氣應(yīng)急、調(diào)峰、樞紐的地位和作用,以可靠的天然氣穩(wěn)產(chǎn)能力為下游用戶提供充足的供氣氣源已經(jīng)成為國內(nèi)各大油氣田的主要發(fā)展目標(biāo)之一。吉林油田按照“氣化吉林”戰(zhàn)略的總體要求,進(jìn)一步提升天然氣產(chǎn)能建設(shè)項目的管理水平,以管理升級帶動天然氣上產(chǎn),為吉林油田2015年天然氣生產(chǎn)能力達(dá)到50億立方米奠定堅實的基礎(chǔ)。本文通過建立有針對性、合理性的評價指標(biāo)體系和具有實際應(yīng)用價值的評價方法,對吉林油田天然氣產(chǎn)能建設(shè)項目進(jìn)行后評價。在深入研究了國內(nèi)外后評價領(lǐng)域相關(guān)理論的基礎(chǔ)上,結(jié)合當(dāng)前吉林油田天然氣產(chǎn)能建設(shè)項目的現(xiàn)狀,針對天然氣產(chǎn)能建設(shè)項目的特點,采用理論研究與實際調(diào)研相結(jié)合、定量與定性分析相結(jié)合的方法進(jìn)行系統(tǒng)全面的研究。在遵循合理性、可比性、全面性、導(dǎo)向性的指標(biāo)體系構(gòu)建原則的基礎(chǔ)上,從前期準(zhǔn)備、實施過程、實施效果三個方面篩選有關(guān)吉林油田天然氣產(chǎn)能建設(shè)項目的后評價指標(biāo)體系。其次,運用因子分析法對指標(biāo)進(jìn)行科學(xué)、合理的篩選以確定最終的吉林油田天然氣產(chǎn)能建設(shè)項目后評價指標(biāo)體系,并采用模糊一致偏好關(guān)系(CFPR)方法確定各評價指標(biāo)的權(quán)重。然后,根據(jù)天然氣產(chǎn)能建設(shè)項目所具有的模糊性及復(fù)雜性建立后評價模型,并采用模糊綜合評價方法對吉林油田天然氣產(chǎn)能建設(shè)項目進(jìn)行后評價。最后以吉林油田A天然氣產(chǎn)能建設(shè)項目為背景,運用模糊一致偏好關(guān)系及模糊綜合評價方法對A天然氣產(chǎn)能建設(shè)項目進(jìn)行后評價,為不斷提升吉林油田天然氣產(chǎn)能建設(shè)項目管理能力及管理水平提供理論依據(jù)。
[Abstract]:With the deepening of the green life concept of low-carbon environmental protection and the maturity and perfection of the downstream natural gas market, natural gas as an important clean energy, its market demand is increasing. By increasing production capacity construction to further enhance the status and role of natural gas emergency, peak shaving, and hub, It has become one of the main development goals of oil and gas fields in China to provide sufficient gas supply for downstream customers with reliable natural gas stable production capacity. In accordance with the overall requirements of the "Gasification Jilin" strategy, the Jilin Oilfield has further improved the management level of the natural gas production capacity construction project so as to promote natural gas production by management upgrading. Jilin Oilfield in 2015 to reach 5 billion cubic meters of natural gas production capacity to lay a solid foundation. Based on the establishment of a targeted and reasonable evaluation index system and an evaluation method with practical application value, this paper carries out a post-evaluation of the natural gas productivity construction project in Jilin Oilfield. On the basis of deeply studying the relevant theories in the field of post-evaluation at home and abroad, combined with the present situation of Jilin Oilfield natural gas production capacity construction project, according to the characteristics of the natural gas productivity construction project, the combination of theoretical research and practical investigation is adopted. The method of combining quantitative analysis with qualitative analysis is studied systematically and comprehensively. On the basis of following the principles of rationality, comparability, comprehensiveness and guidance, the post-evaluation index system of Jilin Oilfield natural gas productivity construction project is screened from three aspects: preparation, implementation process and implementation effect. Secondly, factor analysis method is used to scientifically and reasonably screen out the final evaluation index system of Jilin Oilfield natural gas productivity construction project, and fuzzy consistent preference relationship (CFPR) method is used to determine the weight of each evaluation index. Then, according to the fuzziness and complexity of the natural gas productivity construction project, the post-evaluation model is established, and the fuzzy comprehensive evaluation method is used to carry out the post-evaluation of the natural gas productivity construction project in Jilin Oilfield. Finally, taking the A natural gas productivity construction project of Jilin Oilfield as the background, using fuzzy consistent preference relation and fuzzy comprehensive evaluation method to carry on the post-evaluation of A natural gas productivity construction project. It provides theoretical basis for improving the management ability and management level of Jilin Oilfield natural gas production capacity construction project.
