【摘要】：習(xí)近平總書記提出的堅(jiān)持標(biāo)本兼治、綜合治理、懲防并舉、注重預(yù)防方針。近年來(lái),山東省檢察機(jī)關(guān)著眼于提升檢察機(jī)關(guān)公信力,堅(jiān)持以"五個(gè)過硬"為標(biāo)準(zhǔn),深入推進(jìn)司法規(guī)范化建設(shè)、檢察信息化建設(shè)和基層基礎(chǔ)建設(shè),持續(xù)加強(qiáng)教育、管理和監(jiān)督,探索研發(fā)了廉政風(fēng)險(xiǎn)防控系統(tǒng),嚴(yán)密監(jiān)控并督促糾正各項(xiàng)檢察工作中不嚴(yán)格、不規(guī)范、履職越位缺位等問題,取得了明顯成效。廉政風(fēng)險(xiǎn)預(yù)警系統(tǒng)作為山東省檢察院檢務(wù)綜合平臺(tái)建設(shè)的一個(gè)重要組成部分,是進(jìn)一步加強(qiáng)檢察機(jī)關(guān)內(nèi)部監(jiān)督,深入推進(jìn)檢察機(jī)關(guān)黨風(fēng)廉政建設(shè)和自身反腐倡廉工作,促進(jìn)嚴(yán)格、公正、文明、廉潔執(zhí)法的有效平臺(tái)。針對(duì)于廉政風(fēng)險(xiǎn)預(yù)警系統(tǒng),系統(tǒng)主要采用BS架構(gòu)和通用Web瀏覽器規(guī)范,客戶端支持IE等主流瀏覽器,用戶不需要再安裝其他插件,就能訪問系統(tǒng)中各功能。同時(shí)本項(xiàng)目應(yīng)用系統(tǒng)采用J2EE架構(gòu)和B/S模式,采用JAVA語(yǔ)言開發(fā)。同時(shí)對(duì)于數(shù)據(jù)庫(kù)架構(gòu)的設(shè)計(jì),本系統(tǒng)基于Oracle數(shù)據(jù)庫(kù)進(jìn)行支撐開發(fā)。根據(jù)廉政風(fēng)險(xiǎn)預(yù)警系統(tǒng)業(yè)務(wù)要點(diǎn)及邊界分析,本項(xiàng)目建設(shè)應(yīng)滿足如下技術(shù)要點(diǎn):統(tǒng)一業(yè)務(wù)應(yīng)用系統(tǒng)接口、政務(wù)系統(tǒng)接口、二次開發(fā)平臺(tái)等。廉政風(fēng)險(xiǎn)預(yù)警系統(tǒng)設(shè)置同步監(jiān)督、自動(dòng)預(yù)警、綜合處置、分析評(píng)估、結(jié)果運(yùn)用和事項(xiàng)公開公示六大功能。廉政風(fēng)險(xiǎn)同步監(jiān)督包含統(tǒng)一業(yè)務(wù)應(yīng)用系統(tǒng)風(fēng)險(xiǎn)自動(dòng)排查、檢綜平臺(tái)風(fēng)險(xiǎn)自動(dòng)排查、風(fēng)險(xiǎn)預(yù)警判斷、廉政風(fēng)險(xiǎn)手動(dòng)排查和同步視頻監(jiān)督等功能;廉政風(fēng)險(xiǎn)自動(dòng)預(yù)警包含風(fēng)險(xiǎn)任務(wù)處置預(yù)警的功能;廉政風(fēng)險(xiǎn)綜合處置包含廉政風(fēng)險(xiǎn)即時(shí)監(jiān)控、監(jiān)察建議和風(fēng)險(xiǎn)通報(bào)、報(bào)告等功能;廉政風(fēng)險(xiǎn)任務(wù)則包含在辦任務(wù)、已辦任務(wù)、廉政公告、廉政消息和廉政處置超期預(yù)警等功能;廉政風(fēng)險(xiǎn)分析評(píng)估包含自動(dòng)分析評(píng)估、執(zhí)法檔案、廉政檔案、重點(diǎn)分析評(píng)估、黨風(fēng)廉政建設(shè)工作數(shù)據(jù)統(tǒng)計(jì)和數(shù)據(jù)查詢檢索等功能;廉政風(fēng)險(xiǎn)事項(xiàng)公開公示則包含公開公示信息查詢、網(wǎng)上申訴舉報(bào)、網(wǎng)上問詢、調(diào)查核實(shí)、風(fēng)險(xiǎn)防范和當(dāng)事人評(píng)議的功能。山東省檢察機(jī)關(guān)著眼于提升檢察機(jī)關(guān)公信力,堅(jiān)持以"五個(gè)過硬"為標(biāo)準(zhǔn),深入推進(jìn)司法規(guī)范化建設(shè)、檢察信息化建設(shè)和基層基礎(chǔ)建設(shè),持續(xù)加強(qiáng)教育、管理和監(jiān)督,通過廉政風(fēng)險(xiǎn)防控系統(tǒng),嚴(yán)密監(jiān)控并督促糾正各項(xiàng)檢察工作中不嚴(yán)格、不規(guī)范、履職越位缺位等問題,取得了明顯成效。在本項(xiàng)目中,本人承擔(dān)的主要工作是項(xiàng)目的需求分析整理和項(xiàng)目管理工作。
[Abstract]:General Secretary Xi Jinping's policy of treating both symptoms and symptoms, comprehensive treatment, punishment and prevention, and attention to prevention. Probed and developed a clean government risk prevention and control system, closely monitored and urged to correct the various procuratorial work is not strict, non-standard, off-side absence and other problems, achieved obvious results. As an important part of the construction of the comprehensive platform for procuratorial work in Shandong Province, the risk early warning system for clean government is to further strengthen the internal supervision of procuratorial organs, and further promote the building of a clean and honest party style in procuratorial organs and their own anti-corruption work. Promote strict, fair, civilized, clean law enforcement effective platform. Aiming at the clean government risk warning system, the system mainly adopts BS architecture and general Web browser specification. The client supports mainstream browsers such as IE, and users do not need to install other plug-ins to access the functions of the system. At the same time, the application system of this project adopts J2EE structure and B / S mode, and uses JAVA language to develop. At the same time, for the design of database architecture, the system based on Oracle database support development. According to the business points and boundary analysis of the clean government risk early warning system, the construction of this project should meet the following technical points: unified business application system interface, government affairs system interface, secondary development platform and so on. There are six functions: synchronous supervision, automatic early warning, comprehensive disposal, analysis and evaluation, application of results and public announcement of matters. The synchronous supervision of clean government risks includes the functions of automatic checking of risks in unified business application system, automatic risk checking of platform, early warning and judging of risks, manual checking of clean government risks and synchronous video supervision. The automatic early warning of clean government risk includes the function of early warning of risk task disposal, the comprehensive disposal of clean government risk includes the functions of immediate monitoring of clean government risk, supervision suggestion, risk notification and report, etc. The incorruptible risk task includes the following functions: doing the task, having done the task, declaring the honest and honest administration, incorruptible information and handling the incorruptible government, etc. The risk analysis and evaluation of clean government includes the functions of automatic analysis and evaluation, law enforcement file, clean administration file, emphasis on analysis and evaluation, data statistics and data query and retrieval in the construction of party style and clean government. The public announcement of clean government risk matters includes the functions of public information inquiry, online complaint report, online inquiry, investigation and verification, risk prevention and party evaluation. The procuratorial organs in Shandong Province aim at enhancing the credibility of the procuratorial organs, adhere to the standard of "five excellent", advance in depth the construction of judicial standardization, the construction of procuratorial information and basic infrastructure, and continue to strengthen education, management and supervision. Through the system of clean administration risk prevention and control, strict supervision and correction of various procuratorial work is not strict, non-standard, off-side absence and other problems, and achieved obvious results.
