XJKJ公司科技項目評價研究

【摘要】:做好科技項目管理工作,對科技項目進(jìn)行科學(xué)有效評價,對于科技服務(wù)型企業(yè)進(jìn)行科技項目選擇,提高科技項目成果轉(zhuǎn)化率,實現(xiàn)有效投資具有重要作用。本文運用文獻(xiàn)分析、典型案例研究法、德爾菲法構(gòu)建科技項目選擇指標(biāo)體系并確定權(quán)重,運用TOPSIS法進(jìn)行實例應(yīng)用。本文在查閱大量文獻(xiàn)的基礎(chǔ)上,首先,明確科技項目、科技項目評價的定義,根據(jù)科技評價理論、項目管理理論和已有研究成果構(gòu)建了科技項目的初步篩選指標(biāo)體系。其次,本文運用德爾菲法對企業(yè)、科研院所和高等院校的多位專家進(jìn)行調(diào)查,分析專家對指標(biāo)體系的了解情況,并確定各個指標(biāo)的權(quán)重。之后,根據(jù)我國發(fā)展領(lǐng)域的特點,及TOPSIS法的優(yōu)勢,本文選擇了TOPSIS評價模型作為科技項目評價的方法。接下來根據(jù)已有的分析結(jié)果和實例,本文給出了相關(guān)的政策建議。最后,本文得出主要的結(jié)論:首先本文認(rèn)為在科技項目的篩選過程中,一級指標(biāo)中效益水平、應(yīng)用前景最為重要;二級指標(biāo)中市場規(guī)模、商業(yè)化能力、技術(shù)安全性、經(jīng)濟(jì)效益和應(yīng)用領(lǐng)域范圍最為重要,而項目管理狀況、社會效益并不十分重要。鑒于此,各個指標(biāo)的測量需要考慮實際的可行性,計算方法側(cè)重于編程,指標(biāo)體系需要進(jìn)一步完善。文中對企業(yè)承擔(dān)的5個具有代表性領(lǐng)域的科技項目進(jìn)行了評價,較好地反應(yīng)了指標(biāo)體系的操作性,以及TOPSIS法的適用性。本文所構(gòu)建的指標(biāo)體系具有很好的理論和應(yīng)用價值,所提出的TOPSIS法適用于技術(shù)項目的篩選和評價。為今后科技服務(wù)企業(yè)科技項目評價選擇提供了可行的選擇指標(biāo)體系以及較合理的綜合評價方法。
[Abstract]:It is very important for S & T service enterprises to make scientific and technological project selection, improve the conversion rate of scientific and technological project achievement and realize effective investment by doing well the scientific and technological project management and evaluating the scientific and technological project scientifically and effectively. This paper uses literature analysis, typical case study method, Delphi method to construct scientific and technological project selection index system and determine the weight, and uses TOPSIS method to carry on the example application. On the basis of consulting a large number of literatures, this paper firstly defines the scientific and technological project and the evaluation of the scientific and technological project. According to the theory of scientific and technological evaluation, the theory of project management and the existing research results, the preliminary screening index system of the scientific and technological project is constructed. Secondly, this paper uses Delphi method to investigate many experts in enterprises, scientific research institutes and colleges and universities, analyzes the experts' understanding of the index system, and determines the weight of each index. Then, according to the characteristics of China's development field and the advantages of TOPSIS method, this paper chooses the TOPSIS evaluation model as the evaluation method of scientific and technological projects. Then, according to the existing analysis results and examples, this paper gives the relevant policy recommendations. Finally, this paper draws the main conclusions: first of all, this paper thinks that in the screening process of science and technology project, the benefit level of the first class index and the application prospect are the most important; The market scale, commercialization ability, technical security, economic benefit and the scope of application are the most important in the secondary index, but the project management condition and social benefit are not very important. In view of this, the measurement of each index needs to consider the practical feasibility, the calculation method focuses on programming, and the index system needs to be further improved. In this paper, five representative scientific and technological projects undertaken by enterprises are evaluated, which reflects the maneuverability of the index system and the applicability of TOPSIS method. The index system constructed in this paper has good theoretical and practical value. The proposed TOPSIS method is suitable for the screening and evaluation of technical projects. It provides a feasible index system and a more reasonable comprehensive evaluation method for the evaluation and selection of science and technology projects in science and technology service enterprises in the future.
