【摘要】：本文首先闡釋了代建制及其相關(guān)理論基礎(chǔ)分析,接著以大興新區(qū)管委會(huì)投資建設(shè)項(xiàng)目實(shí)施代建制為研究對(duì)象,分析了當(dāng)前采取指定代建制模式存在的問題和原因;然后采用排除法,提出了大興新區(qū)管委會(huì)投資建設(shè)項(xiàng)目實(shí)施公司代建制的思路,并分析推行該模式的可行性及面臨的問題;最后,從推行科學(xué)路徑、實(shí)現(xiàn)項(xiàng)目專業(yè)化管理、建立健全工程監(jiān)管機(jī)制、科學(xué)確定代建單位和合理解決突出問題等5個(gè)方面提出了推進(jìn)公司代建制的對(duì)策建議。希望通過以上理論分析和實(shí)踐研究,引導(dǎo)公司代建制在西安大興新區(qū)政府投資項(xiàng)目建設(shè)中積極推廣,改變當(dāng)前項(xiàng)目實(shí)施過程中的管理困境,產(chǎn)生良好的經(jīng)濟(jì)和社會(huì)效益。
[Abstract]:This article first explains the agent system and its related theoretical basis analysis, then takes the Daxing New District Management Committee investment and construction project as the research object, analyzes the existing problems and reasons of adopting the designated agent system mode at present; Then, by using the exclusion method, the author puts forward the idea of implementing the agent construction system of the investment and construction project of Daxing New District Management Committee, and analyzes the feasibility and problems faced with the implementation of this model. Finally, the author puts forward the countermeasures and suggestions to promote the company's agent system from five aspects: carrying out the scientific path, realizing the project specialized management, establishing and perfecting the project supervision mechanism, scientifically determining the agent construction unit and reasonably solving the outstanding problems. It is hoped that through the above theoretical analysis and practical research, the company's agent construction system will be actively popularized in the construction of government investment projects in Xi'an Daxing New District, and the management dilemma in the current project implementation process will be changed, resulting in good economic and social benefits.
