【摘要】：伴隨著生產(chǎn)力的發(fā)展,科學(xué)技術(shù)對當(dāng)今社會生活的各個方面都起著舉足輕重的作用,而且這種重要程度與日俱增。這種變化使得世界各國對科研項目的投入逐年遞增,而對其進行科學(xué)有效的管理也反映了各國對科研項目的重視程度。從項目管理的出現(xiàn)到如今的高度發(fā)展,這一門管理科學(xué)已逐漸應(yīng)用于社會的各種組織和各種項目,在涉及領(lǐng)域中充分體現(xiàn)了項目管理的優(yōu)勢。本文首先介紹了項目管理的基本理論,結(jié)合科研項目管理與現(xiàn)代項目管理的特點,將現(xiàn)代項目管理理論與方法融入科研項目管理的工作當(dāng)中,用以解決科研管理中的問題。其次,根據(jù)項目的全周期理論,本文結(jié)合目前在建的神光大科學(xué)工程,著重闡述了現(xiàn)代項目管理在項目實施過程中的應(yīng)用,利用過程控制方法,對科研項目實施階段的計劃、經(jīng)費、質(zhì)量、外協(xié)的各個過程進行識別,建立過程管理模式。最后,本文介紹了現(xiàn)行的幾種項目管理成熟度評價模型,根據(jù)神光大科學(xué)工程的特點,結(jié)合專家打分法體系,建立適合神光大科學(xué)工程項目建設(shè)管理的成熟度評價模型,并根據(jù)成熟度評價結(jié)果對項目管理進行評價,針對暴露的管理中的薄弱環(huán)節(jié),分析并給出相應(yīng)的管理改進建議。
[Abstract]:With the development of productive forces, science and technology play an important role in all aspects of social life. This kind of change makes the investment of scientific research projects increase year by year, and the scientific and effective management of scientific research projects also reflects the degree of attention to scientific research projects. From the emergence of project management to the high development of the present, this management science has been gradually applied to various organizations and projects in society, which fully embodies the advantages of project management in the field involved. This paper first introduces the basic theory of project management, combines the characteristics of scientific research project management and modern project management, and integrates the theory and method of modern project management into the work of scientific research project management, in order to solve the problems in scientific research management. Secondly, according to the whole cycle theory of the project, combining with the current scientific engineering of Shenguang University, this paper emphasizes on the application of modern project management in the process of project implementation, and plans the implementation stage of scientific research project by using the method of process control. Identify and establish process management model for each process of funding, quality and outsourcing. Finally, this paper introduces several kinds of current project management maturity evaluation models. According to the characteristics of Shenguang Scientific Engineering, combined with the expert scoring method system, the maturity evaluation model suitable for Shenguang Scientific Engineering Project construction management is established. According to the results of maturity evaluation, the project management is evaluated, and the corresponding management improvement suggestions are analyzed and given in view of the weak links in exposed management.
