【摘要】：近年來(lái),隨著黨中央、國(guó)務(wù)院增強(qiáng)自主創(chuàng)新能力、建設(shè)創(chuàng)新型國(guó)家的重大戰(zhàn)略決策的順利實(shí)施,國(guó)家在高�？萍佳邪l(fā)上的支出不斷增加。在各級(jí)政府的指導(dǎo)下,高校承擔(dān)的科研項(xiàng)目數(shù)量和研究項(xiàng)目的級(jí)別都有較大提升,科研支持經(jīng)費(fèi)保持持續(xù)增加勢(shì)頭。2012年,《科學(xué)》雜志就發(fā)表了一篇題為《中國(guó)科學(xué)又一個(gè)豐收年》的專題文章,指出：2012年中國(guó)中央政府對(duì)科學(xué)技術(shù)的投入達(dá)2285.4億元人民幣,比去年增長(zhǎng)12.4%。其中,對(duì)基礎(chǔ)研究的投入為324.5億元,同比增長(zhǎng)26%對(duì)985和211工程的投入增長(zhǎng)24%。隨著高校科研經(jīng)費(fèi)的大量增加,社會(huì)各界對(duì)高�？蒲薪�(jīng)費(fèi)的關(guān)注度也不斷持續(xù)增長(zhǎng)。如何科學(xué)管理高�？茖W(xué)研究經(jīng)費(fèi),最大化發(fā)揮研究經(jīng)費(fèi)的效益,成為各界普遍關(guān)心的問(wèn)題。在這種情況下,結(jié)合當(dāng)前高校研究經(jīng)費(fèi)管理現(xiàn)狀,分析高�？蒲薪�(jīng)費(fèi)管理存在的問(wèn)題,探索高校科研經(jīng)費(fèi)管理和使用的有效策略,具有一定的理論意義和現(xiàn)實(shí)價(jià)值。為推動(dòng)高�？蒲薪�(jīng)費(fèi)管理規(guī)范化、經(jīng)費(fèi)使用科學(xué)化,我國(guó)各級(jí)政府以及高校都出臺(tái)了相應(yīng)的科研經(jīng)費(fèi)管理辦法,不斷加大科研經(jīng)費(fèi)監(jiān)督檢查力度和密度,完善內(nèi)部監(jiān)管機(jī)制,也取得了一定的管理成果。但由于長(zhǎng)期體制、思想觀念等的影響,高校科研經(jīng)費(fèi)管理依然存在不少問(wèn)題。本研究通過(guò)對(duì)C市10所高校教師及相關(guān)管理人員的調(diào)研,以及結(jié)合已有的研究成果對(duì)當(dāng)前高校科研經(jīng)費(fèi)使用管理問(wèn)題進(jìn)行了比較深入的研究。本研究主要分為六部分,第一部分主要是對(duì)本研究的參考文獻(xiàn)、研究思路等進(jìn)行闡述；第二部分主要分析高校科研經(jīng)費(fèi)使用與管理涉及的相關(guān)概念、理論基礎(chǔ)等：第三部分選取C市的10所高校為樣本,對(duì)樣本學(xué)校實(shí)施的科研經(jīng)費(fèi)使用管理進(jìn)行調(diào)查,并就使用管理的執(zhí)行情況進(jìn)行個(gè)人訪談,將高校對(duì)實(shí)施科研經(jīng)費(fèi)使用管理的滿意程度量化,分析高校科研經(jīng)費(fèi)使用管理中存在的問(wèn)題。第四部分是全面分析高校科研經(jīng)費(fèi)使用與管理中存在問(wèn)題的根本原因。第五部分,借鑒美國(guó)等國(guó)外高校科學(xué)研究經(jīng)費(fèi)管理模式,分析其特點(diǎn),為提出我國(guó)高�？蒲薪�(jīng)費(fèi)管理策略奠定基礎(chǔ)。第六部分是通過(guò)以上原因分析,提出完善科研經(jīng)費(fèi)使用管理及執(zhí)行效力的建議和對(duì)策。經(jīng)過(guò)系統(tǒng)調(diào)研和梳理,本研究得出以下結(jié)論：當(dāng)前我國(guó)高�？蒲薪�(jīng)費(fèi)使用與管理存在科研項(xiàng)目立項(xiàng)透明度不夠、科研經(jīng)費(fèi)預(yù)算編制規(guī)定不合理、科研經(jīng)費(fèi)使用過(guò)程管理制度不健全、科研經(jīng)費(fèi)報(bào)銷難、科研經(jīng)費(fèi)使用績(jī)效評(píng)價(jià)體系不健全、科研經(jīng)費(fèi)設(shè)立人力資本價(jià)值體現(xiàn)不足等問(wèn)題。究其原因,主要是由于科研項(xiàng)目管理制度自身存在缺陷,科研經(jīng)費(fèi)使用管理制度不健全,預(yù)算管理靈活性有限,勞務(wù)費(fèi)等人力費(fèi)用支出范圍狹小,結(jié)余經(jīng)費(fèi)管理模式僵硬及經(jīng)費(fèi)管理協(xié)調(diào)機(jī)制不健全等原因所致。通過(guò)借鑒發(fā)達(dá)國(guó)家科研經(jīng)費(fèi)管理經(jīng)驗(yàn),結(jié)合我國(guó)高�？蒲薪�(jīng)費(fèi)管理的實(shí)際問(wèn)題,建議從完善科研經(jīng)費(fèi)管理制度、完善預(yù)算管理、健全內(nèi)部監(jiān)管機(jī)制、構(gòu)建激勵(lì)機(jī)制等途徑解決當(dāng)前高�？蒲薪�(jīng)費(fèi)使用與管理方面的問(wèn)題,提升科研經(jīng)費(fèi)使用效率,為建設(shè)創(chuàng)新型國(guó)家夯實(shí)基礎(chǔ),為實(shí)現(xiàn)中華民族偉大復(fù)興“中國(guó)夢(mèng)”貢獻(xiàn)力量。
[Abstract]:In recent years, as the CPC Central Committee and the State Council enhance the independent innovation ability and build the successful implementation of the important strategic decision-making of the innovative country, the expenditure of the state in the research and development of science and technology of colleges and universities is constantly increasing. Under the guidance of all levels of government, the number of scientific research projects undertaken by colleges and universities and the level of research projects have increased greatly. Scientific research support has kept increasing momentum. In 2012, the journal Science and Technology published a special article entitled "China Science and a Harvest Year". China's central government invested 2.85 billion yuan in science and technology in 2012, an increase of 12.4 percent over the previous year. Of these, the investment of basic research was 324,500 million yuan, with a year-on-year increase of 26%, and the investment of 985 and 211 projects increased by 24%. With the increase of scientific research funds in colleges and universities, the attention of all sectors of society to the research funds of colleges and universities is continuously increasing. How to scientifically manage the funds of scientific research in colleges and universities and maximize the benefit of research funds has become a common concern of all circles. In this case, in combination with the current situation of research fund management in colleges and universities, the paper analyzes the problems existing in the management of scientific research funds in colleges and universities, explores the effective strategies for management and use of scientific research funds in colleges and universities, and has theoretical and practical value. In order to promote the standardization of scientific research fund management in colleges and universities and the scientific utilization of funds, all levels of government at all levels in our country and universities have issued corresponding methods of scientific research fund management, constantly increasing the supervision and inspection strength and density of scientific research funds, improving the internal supervision mechanism, and also obtaining certain management results. However, due to the influence of long-term system, ideology and so on, there are still many problems in the management of scientific research funds in colleges and universities. Through the research of 10 university teachers and relevant managers in C city, this paper has carried on a deep research on the problem of using management of scientific research funds in colleges and universities in combination with the existing research results. The second part mainly analyzes the related concepts and theoretical bases involved in the use and management of scientific research funds in colleges and universities: the third part selects 10 colleges and universities in C city as samples, To investigate the use and management of scientific research funds implemented in the sample schools, and to carry out personal interviews on the implementation of the management, to quantify the satisfaction degree of the use and management of scientific research funds in colleges and universities, and to analyze the problems existing in the use and management of scientific research funds in colleges and universities. The fourth part is a comprehensive analysis of the root causes of problems in the use and management of scientific research funds in colleges and universities. The fifth part analyses its characteristics and lays a foundation for the management strategy of colleges and universities in our country. The sixth part analyzes the above reasons, and puts forward suggestions and countermeasures to improve the management and effectiveness of scientific research funds. After the systematic investigation and carding, this study draws the conclusion that the use and management of scientific research funds in colleges and universities in our country are not sufficiently transparent, the budget of scientific research funds is unreasonable, the management system of the use process of scientific research funds is not perfect, and the reimbursement of scientific research funds is difficult. The performance evaluation system of scientific research funds is not perfect, and the value of human capital in scientific research funds is insufficient to reflect the deficiency. The reason is mainly due to the defects of the scientific research project management system, the use management system of scientific research funds is not perfect, the budget management flexibility is limited, labor cost and other labor cost expenditure range is narrow, The balance fund management mode is inflexible and the fund management coordination mechanism is not perfect and other reasons. Based on the experience of scientific research fund management in developed countries, combining with the practical problems of scientific research fund management in our country, it is suggested to improve the management system of scientific research funds, improve the budget management, and perfect the internal supervision mechanism.
