SQ城市供暖工程項目風(fēng)險管理研究

【摘要】:SQ城市供暖工程項目作為EPC總承包工程項目,在實施過程中存在著來源于各方面的干擾和不確定性因素,使項目在費用、工期、質(zhì)量、安全和運行效益等方面可能面臨預(yù)期目標(biāo)無法實現(xiàn)的風(fēng)險。SQ城市供暖工程項目對本地區(qū)的經(jīng)濟(jì)發(fā)展具有重大意義,因此根據(jù)SQ項目自身的特點,研究該項目風(fēng)險管理體系,設(shè)計項目風(fēng)險管理方案、分析影響項目順利實施的風(fēng)險因素并制定相應(yīng)的風(fēng)險應(yīng)對策略既是項目順利完成的必要工作,也具備一定的理論價值和現(xiàn)實意義。 本文首先通過文獻(xiàn)調(diào)研,對項目風(fēng)險管理理論與項目生命周期理論進(jìn)行了研究,并將風(fēng)險管理置于項目生命周期各個階段,在此基礎(chǔ)上構(gòu)建基于項目生命周期的風(fēng)險管理過程應(yīng)用模型。在結(jié)合EPC總承包模式的特點及各階段工作流程的前提下,將該風(fēng)險管理過程模型應(yīng)用其中,充分考慮了風(fēng)險管理過程的循環(huán)反饋作用,進(jìn)而實現(xiàn)針對項目風(fēng)險的持續(xù)化系統(tǒng)化與規(guī)范化管理。論文以工程項目生命周期風(fēng)險管理的理論和方法為指導(dǎo),在對SQ城市供暖工程項目的建設(shè)背景、實施難點、合同目標(biāo)以及方案規(guī)劃進(jìn)行調(diào)查分析的基礎(chǔ)上,以定性分析方法識別SQ項目各階段的風(fēng)險因素并將其劃分為6個一級指標(biāo)和27個二級指標(biāo),隨后利用層次分析法對SQ項目各階段風(fēng)險進(jìn)行風(fēng)險評價,得出了一級指標(biāo)相對于總目標(biāo)、二級指標(biāo)相對于一級指標(biāo)以及二級指標(biāo)相對于總目標(biāo)的權(quán)重,并據(jù)此選擇SQ項目風(fēng)險應(yīng)對策略。在項目風(fēng)險應(yīng)對中對風(fēng)險應(yīng)對的基本方法如風(fēng)險規(guī)避、風(fēng)險轉(zhuǎn)移、風(fēng)險緩解、風(fēng)險自留和風(fēng)險利用進(jìn)行分析,就各階段重要性風(fēng)險提出適合SQ項目風(fēng)險應(yīng)對的方法,并構(gòu)建風(fēng)險監(jiān)控體系。論文研究的基本目的是減少項目的風(fēng)險損失,確保SQ項目保質(zhì)保量如期完成。
[Abstract]:As a general contract project of EPC, the SQ urban heating project has various interference and uncertainty factors in the process of implementation, which makes the project in cost, duration and quality. The SQ urban heating project is of great significance to the economic development of the region. Therefore, according to the characteristics of the SQ project, the risk management system of the project is studied. Designing the project risk management scheme, analyzing the risk factors that affect the successful implementation of the project and formulating corresponding risk coping strategies are not only the necessary work for the successful completion of the project, but also have certain theoretical value and practical significance. First of all, through literature research, this paper studies the theory of project risk management and the theory of project life cycle, and puts risk management in each stage of the project life cycle. On this basis, the risk management process application model based on project life cycle is constructed. Combined with the characteristics of EPC general contracting mode and the work flow of each stage, the risk management process model is applied, and the circular feedback function of risk management process is fully considered. And then realize the sustainable systematization and standardized management of project risk. Guided by the theory and method of project life cycle risk management, the paper investigates and analyzes the construction background, implementation difficulties, contract objectives and program planning of SQ urban heating project. The qualitative analysis method is used to identify the risk factors in each stage of the SQ project, which is divided into 6 first-grade indexes and 27 second-level indexes. Then, the risk assessment of each stage of the SQ project is carried out by using the analytic hierarchy process (AHP). The weight of the first class index relative to the total target, the second class index relative to the first class index and the second class index relative to the total target are obtained, and the SQ project risk coping strategy is selected accordingly. The basic methods of risk response, such as risk aversion, risk transfer, risk mitigation, risk retention and risk utilization, are analyzed in this paper. And build a risk monitoring system. The basic purpose of this paper is to reduce the risk loss of the project and ensure that the quality and quantity of the SQ project is completed on time.
