【摘要】：介紹了廣西利用國家開發(fā)銀行貸款建設(shè)國家儲備林基地一期項(xiàng)目的情況;系統(tǒng)地闡述了一期項(xiàng)目的融資模式、風(fēng)險控制、運(yùn)營管理等制度建設(shè);指出項(xiàng)目存在的問題,如管理難度日益加大,融資擔(dān)保結(jié)構(gòu)略顯單一;并對一期項(xiàng)目改進(jìn)和二期項(xiàng)目開展提出了加強(qiáng)探索創(chuàng)新多種融資模式、大力加強(qiáng)林業(yè)資源流轉(zhuǎn)體系建設(shè)、利用高新科技提升項(xiàng)目管理水平等意見。
[Abstract]:This paper introduces the construction of the first stage project of the national reserve forest base in Guangxi with loans from the National Development Bank, systematically expounds the financing mode, risk control, operation management and other system construction of the first stage project, and points out the problems existing in the project. For example, the difficulty of management is increasing day by day, the financing guarantee structure is slightly single, and the improvement of the first phase project and the development of the second phase project have been put forward to strengthen the exploration and innovation of various financing modes, and to strengthen the construction of forestry resources circulation system. Make use of high-tech to improve project management level and so on.
