【摘要】：作為我國(guó)兩個(gè)主要的石油勘探、加工和銷(xiāo)售的大型企業(yè)之一，中國(guó)石油化工股份有限公司（以下簡(jiǎn)稱(chēng)中國(guó)石化）經(jīng)過(guò)10多年的發(fā)展，已經(jīng)形成了一個(gè)巨大的營(yíng)銷(xiāo)網(wǎng)絡(luò)。為了適應(yīng)企業(yè)規(guī)模的擴(kuò)大需求，需要進(jìn)行各種投資性的建設(shè)，，包括了基礎(chǔ)設(shè)施建設(shè)和人員隊(duì)伍建設(shè)。其中投資性的基礎(chǔ)設(shè)施建設(shè)是一個(gè)具有復(fù)雜流程的大型工程管理過(guò)程，為了實(shí)現(xiàn)對(duì)投資性項(xiàng)目建設(shè)的規(guī)劃、測(cè)評(píng)和實(shí)施，需要采用先進(jìn)的管理理念，本文所設(shè)計(jì)的中石化北京分公司項(xiàng)目信息化管理系統(tǒng)是基于這個(gè)需求背景的。 鑒于基礎(chǔ)投資流程的復(fù)雜性，本文在設(shè)計(jì)系統(tǒng)時(shí)引入了流程化管理技術(shù)輔助對(duì)系統(tǒng)中業(yè)務(wù)流程的實(shí)現(xiàn)。流程化管理技術(shù)的核心在于針對(duì)顧客的需求來(lái)設(shè)計(jì)與實(shí)現(xiàn)企業(yè)內(nèi)部的業(yè)務(wù)流程的。它源于早起的流程再造的概念，再經(jīng)過(guò)信息化技術(shù)的輔助，使其有明顯的進(jìn)步，能夠通過(guò)可視化的流程設(shè)計(jì)管理引擎來(lái)實(shí)現(xiàn)企業(yè)內(nèi)部復(fù)雜流程的設(shè)計(jì)工作。實(shí)際上早在2008年，中國(guó)石化在對(duì)傳統(tǒng)采購(gòu)業(yè)務(wù)運(yùn)行模式的改革過(guò)程中，物資裝備部就使用業(yè)務(wù)流程管理的手段來(lái)建立專(zhuān)業(yè)化分工、流程化操作業(yè)務(wù)運(yùn)行機(jī)制，努力將管理模式從“人制”轉(zhuǎn)變到“法制”。而為應(yīng)對(duì)這一號(hào)召，在各個(gè)物資供應(yīng)部門(mén)乃至各個(gè)下屬子企業(yè)中都已經(jīng)開(kāi)始了企業(yè)內(nèi)部管理信息化的建設(shè)工作。在此背景下，發(fā)展符合現(xiàn)代國(guó)際大環(huán)境的新型信息化管理體制已成必然的趨勢(shì)。 本文所開(kāi)發(fā)的信息化管理系統(tǒng)針對(duì)中國(guó)石化北京分公司的項(xiàng)目管理，使用B/S網(wǎng)絡(luò)架構(gòu)模式，開(kāi)發(fā)的系統(tǒng)能夠比較好地滿(mǎn)足中國(guó)石化北京分公司對(duì)項(xiàng)目的信息化管理需求。開(kāi)發(fā)過(guò)程本文嚴(yán)格遵守系統(tǒng)工程原則，使用的技術(shù)包括C#語(yǔ)言、ASP.net平臺(tái)、Visual Studio開(kāi)發(fā)環(huán)境。
[Abstract]:As one of the two major petroleum exploration, processing and marketing enterprises in China, China Petrochemical Company (hereinafter referred to as Sinopec) has formed a huge marketing network after more than 10 years of development. In order to meet the needs of enterprise scale expansion, it is necessary to carry out various kinds of investment construction, including infrastructure construction and personnel construction. Investment infrastructure construction is a large-scale project management process with complex processes. In order to realize the planning, evaluation and implementation of investment projects, advanced management concepts are needed. The project information management system of Sinopec Beijing Branch is based on this requirement. In view of the complexity of the basic investment process, this paper introduces the process management technology to implement the business process in the system. The core of the process management technology is to design and realize the business process of the enterprise according to the customer's demand. It originates from the concept of early process reengineering, and then through the assistance of information technology, it has obvious progress, and can realize the complex process design work of enterprise through the visual process design management engine. In fact, as early as 2008, in the course of the reform of the traditional procurement operation mode in Sinopec, the material and equipment Department used the means of business process management to establish a specialized division of labor and a process operation business operation mechanism. Efforts will be made to change the management model from "person system" to "legal system". In order to respond to this call, the construction of internal management information has been started in all the material supply departments and even the subordinate sub-enterprises. In this context, the development of a new information management system in line with the modern international environment has become an inevitable trend. The information management system developed in this paper is aimed at the project management of Sinopec Beijing Branch. Using the B / S network architecture, the system can meet the information management needs of Sinopec Beijing Branch. The development process of this paper strictly obeys the principles of system engineering, the technologies used include C # language, ASP.net platform, Visual Studio development environment.
