【摘要】：青藏交直流聯(lián)網(wǎng)工程是國家“十二五”規(guī)劃的重點項目,是迄今為止世界最高海拔、高寒地區(qū)建設(shè)規(guī)模最大、穿越多年凍土最長、施工難題最多的輸變電工程,被譽為青藏高原上的“電力天路”。為了優(yōu)質(zhì)高效建設(shè)青藏交直流聯(lián)網(wǎng)工程,提高電網(wǎng)工程建設(shè)管理水平,特進行本文研究。本文以青藏交直流聯(lián)網(wǎng)工程為研究載體,以電網(wǎng)工程建設(shè)和發(fā)展過程中如何運用項目管理手段為核心內(nèi)容,研究國內(nèi)外項目管理情況,分析項目管理和項目全過程管理理論,并將現(xiàn)代項目管理的理念和科學(xué)方法帶入具體實踐,充分識別項目需求,明確項目目標(biāo),將整個項目生命周期分為啟動階段、計劃階段、實施階段和收尾階段,建立了青藏交直流聯(lián)網(wǎng)工程全過程管理體系。在項目全過程管理實施中,按照適應(yīng)性、可行性、科學(xué)性和創(chuàng)新性原則,界定項目范圍,全面協(xié)調(diào)工程進度、質(zhì)量、投資、環(huán)保等目標(biāo),質(zhì)量管理樣板引路,持續(xù)改進,進度管理抓住關(guān)鍵路徑,開展施工會戰(zhàn),投資管理嚴(yán)控設(shè)計變更,嚴(yán)格項目范圍,確保了最大程度滿足投資者需求,最終實現(xiàn)了工程項目的全過程科學(xué)、規(guī)范管理。本文的成果對提高輸變電工程項目管理水平具有重要的理論意義和現(xiàn)實意義。
[Abstract]:The Qinghai-Tibet AC / DC network project is a key project in the "12th Five-Year Plan" of the country. It is the highest elevation in the world so far, the largest construction scale in alpine areas, the longest crossing of permafrost and the most difficult power transmission and transformation projects. Known as the Qinghai-Tibet Plateau on the "power sky road." In order to build the Qinghai-Tibet AC / DC network project and improve the management level of the power grid project, this paper makes a study. Taking the Qinghai-Tibet AC / DC network project as the research carrier and how to use the project management means in the construction and development of power grid engineering as the core content, this paper studies the project management situation at home and abroad, and analyzes the theory of project management and the whole process management of the project. The concept and scientific methods of modern project management are brought into practice, the requirements of the project are fully identified, the project objectives are clearly defined, and the whole project life cycle is divided into start-up stage, planning stage, implementation stage and closing stage. The whole process management system of the Qinghai-Tibet AC / DC interconnection project is established. In the whole process of project management, according to the principles of adaptability, feasibility, science and innovation, define the scope of the project, comprehensively coordinate the project progress, quality, investment, environmental protection and other objectives, quality management model guide, continuous improvement, Schedule management grasps the key path, develops the construction battle, strictly controls the design change, strictly controls the project scope, ensures the largest degree to meet the investor's demand, finally realizes the engineering project the whole process science, the standard management. The results of this paper have important theoretical and practical significance for improving the management level of transmission and transformation projects.
