【摘要】：近年來(lái),隨著國(guó)家擴(kuò)大內(nèi)需新增中央投資項(xiàng)目的逐步落實(shí),政府投資項(xiàng)目的數(shù)量和規(guī)模不斷增長(zhǎng),如何進(jìn)一步加強(qiáng)對(duì)政府投資項(xiàng)目建設(shè)的監(jiān)督和管理,確保政府投資項(xiàng)目資金安全有效的運(yùn)行,成為當(dāng)前全社會(huì)共同關(guān)注的一個(gè)重要課題。政府投資通常用于國(guó)家的基礎(chǔ)設(shè)施建設(shè)和改善民生方面,如果該部分資金被某些權(quán)利部門挪用或者被貪污,則會(huì)造成對(duì)民生工作的極大傷害,因此需要加強(qiáng)對(duì)政府部門投資項(xiàng)目資金的監(jiān)督和檢查,建立政府投資重大項(xiàng)目信息化管理信息系統(tǒng)形成了對(duì)政府投資的全程監(jiān)督,從投資計(jì)劃的制定、到投資計(jì)劃的實(shí)施,一直到投資資金的監(jiān)督使用等,確保政府投資按照合理的用途、合法的途徑進(jìn)行使用。有必要開(kāi)發(fā)建設(shè)一套政府投資重大項(xiàng)目電子監(jiān)察系統(tǒng),積極推進(jìn)行政審批制度改革,從源頭上治理公權(quán)力腐敗,把審批制度作為構(gòu)建具有光明特色的一個(gè)廉政抓手,對(duì)政府投資重大項(xiàng)目實(shí)行并聯(lián)審批,投資項(xiàng)目綜合監(jiān)管的一項(xiàng)輔助手段。論文通過(guò)研究投資項(xiàng)目電子監(jiān)察管理系統(tǒng),提出了一整套投資項(xiàng)目管理的解決方案。首先論文介紹了課題背景、來(lái)源和研究意義,對(duì)電子監(jiān)察管理系統(tǒng)的現(xiàn)狀進(jìn)行了研究與對(duì)比分析,提出了研究目標(biāo)及內(nèi)容,分析了項(xiàng)目管理業(yè)務(wù)流程,并對(duì)項(xiàng)目管理業(yè)務(wù)流程進(jìn)行了功能性需求分析與非功能性需求分析。然后論文介紹了系統(tǒng)建設(shè)原則,對(duì)系統(tǒng)的B／S體系架構(gòu)、功能結(jié)構(gòu)、數(shù)據(jù)庫(kù)、網(wǎng)絡(luò)拓?fù)浣Y(jié)構(gòu)、接口、安全性進(jìn)行了設(shè)計(jì),并描述了部分主要模塊的設(shè)計(jì)。最后論文介紹了系統(tǒng)的實(shí)施效果,表明系統(tǒng)實(shí)現(xiàn)了項(xiàng)目全過(guò)程的可視化監(jiān)控,為創(chuàng)建高效項(xiàng)目監(jiān)督團(tuán)隊(duì),獲得最佳的協(xié)作效率提供有效平臺(tái),取得良好的效果。平臺(tái)設(shè)計(jì)合理,具有穩(wěn)定性、可擴(kuò)展性、易用性等特點(diǎn)。經(jīng)濟(jì)和社會(huì)效益顯著,為項(xiàng)目經(jīng)理及各級(jí)領(lǐng)導(dǎo)提供決策支持和管理支持；為協(xié)同設(shè)計(jì)平臺(tái)業(yè)務(wù)提供服務(wù),有力提升了項(xiàng)目管理的核心競(jìng)爭(zhēng)力和企業(yè)的社會(huì)價(jià)值。本系統(tǒng)主要完成對(duì)重大投資項(xiàng)目的監(jiān)察體現(xiàn)在時(shí)限監(jiān)督、費(fèi)用監(jiān)督、招投標(biāo)過(guò)程監(jiān)督、項(xiàng)目審批過(guò)程監(jiān)督、異常情況監(jiān)察等,重大投資項(xiàng)目審批電子監(jiān)察系統(tǒng)主要圍繞重大投資項(xiàng)目審批過(guò)程監(jiān)察為主,監(jiān)察重點(diǎn)體現(xiàn)在審批時(shí)限的監(jiān)督上。
[Abstract]:In recent years, with the gradual implementation of new central investment projects to expand domestic demand, the number and scale of government investment projects are increasing. How to further strengthen the supervision and management of government investment projects to ensure the safe and effective operation of government investment projects funds has become an important issue of common concern to the whole society. Government investment is usually used in infrastructure construction and improvement of people's livelihood. If this part of funds is misappropriated or embezzled by some rights departments, it will cause great harm to people's livelihood. Therefore, it is necessary to strengthen the supervision and inspection of government investment project funds and establish the government investment project information management letter. The interest system has formed the whole process supervision over the government investment, from the formulation of the investment plan to the implementation of the investment plan to the supervision and use of the investment funds, so as to ensure that the government investment is used in a reasonable and lawful way. The reform of the approval system is to control the corruption of public power from the source. The examination and approval system is regarded as an assistant means to build a clean and honest government with bright characteristics. The parallel examination and approval of major government investment projects and the comprehensive supervision of investment projects are carried out. Firstly, the paper introduces the background, source and significance of the project, studies and compares the current situation of the electronic supervision and management system, puts forward the research objectives and contents, analyzes the project management business process, and analyzes the functional requirements and non-functional requirements of the project management business process. After that, the paper introduces the system construction principle, designs the B/S system architecture, function structure, database, network topology structure, interface, security, and describes the design of some main modules. Finally, the paper introduces the implementation effect of the system, shows that the system realizes the visual monitoring of the whole process of the project, in order to create high-efficiency projects. The project supervision team obtains the best cooperation efficiency to provide the effective platform, achieves the good effect.The platform design is reasonable, has the stability, the expansibility, the usability and so on characteristics.The economic and social benefit is remarkable, provides the decision support and the management support for the project manager and the various levels leadership; provides the service for the collaborative design platform service, enhances vigorously. This system mainly completes the supervision of the major investment projects, including time limit supervision, cost supervision, bidding process supervision, project approval process supervision, abnormal situation supervision, etc. Supervision is the key, and monitoring is mainly reflected in the supervision of the time limit for examination and approval.
