【摘要】：黨和國家為加快少數(shù)民族和民族地區(qū)發(fā)展,投入的少數(shù)民族發(fā)展資金逐年增加,對少數(shù)民族發(fā)展資金管理、使用的要求越來越明確具體,資金管理的任務(wù)日益繁重。只有不斷探索和加強規(guī)范化、制度化、科學(xué)化管理,形成管好用好少數(shù)民族發(fā)展資金的有效機制,才能不斷提高我們的管理能力。由于保山市少數(shù)民族和民族地區(qū)點多面廣,貧困面大,貧困程度深,需要解決的問題多,為了把有限的資金安排使用好,把少數(shù)民族發(fā)展資金項目的安排作為民委工作的一項重要內(nèi)容,把項目安排作為實現(xiàn)好、維護好少數(shù)民族群眾切身利益,踐行群眾路線和群眾觀點的具體體現(xiàn),做實、做細少數(shù)民族發(fā)展資金項目管理的各項工作。 論文介紹了保山市民族資金項目管理系統(tǒng)的研究背景、項目意義和目前的研究與應(yīng)用現(xiàn)狀,明確了論文研究的內(nèi)容和主要工作；在業(yè)務(wù)分析中,論文對系統(tǒng)存在的問題、組織機構(gòu)、原有業(yè)務(wù)流程等進行了分析,給出了改造后的業(yè)務(wù)流程；在功能分析中,論文通過數(shù)據(jù)流分析和數(shù)據(jù)字典,明確了系統(tǒng)的功能,給出了系統(tǒng)的總體功能架構(gòu)和各功能模塊的結(jié)構(gòu),包括民族資金項目管理、民族資金項目申報、民族資金項目審核、民族資金項目預(yù)算、民族資金項目查詢等功能模塊；在數(shù)據(jù)分析中,論文對系統(tǒng)各功能的所需要處理的數(shù)據(jù)進行了分析,給出了E-R圖,建立了數(shù)據(jù)庫表結(jié)構(gòu)；論文最后對所做的研究與分析工作進行了總結(jié),并對進一步的工作進行了展望。
[Abstract]:In order to speed up the development of minority nationalities and ethnic areas, the Party and the state have invested more and more funds for the development of minority nationalities year by year. The requirements for the management and use of funds for the development of minority nationalities have become more and more clear and specific. The task of fund management has become increasingly arduous. The effective mechanism of development funds can continuously improve our management ability.Because the minority nationalities and minority areas in Baoshan have a wide range of areas,a large poverty area and a deep degree of poverty,there are many problems to be solved.In order to make good use of the limited funds,the arrangement of development funds for minority nationalities is regarded as an important part of the work of the People's Committee. We should take project arrangement as the concrete embodiment of realizing well, safeguarding the vital interests of the minority people, practicing the mass line and the views of the masses, and do all kinds of work in the project management of fine minority development funds.
This paper introduces the research background, project significance and current research and application status of Baoshan Ethnic Capital Project Management System, clarifies the research content and main work of the paper; in business analysis, the paper analyzes the existing problems of the system, organization, the original business process, and gives the business process after the transformation. In the functional analysis, the paper defines the function of the system through data flow analysis and data dictionary, and gives the overall functional framework and the structure of each functional module of the system, including the national fund project management, national fund project declaration, national fund project audit, national fund project budget, national fund project inquiry and other functional modules. In the data analysis, the paper analyzes the data needed to be processed by each function of the system, gives the E-R diagram and establishes the database table structure. Finally, the paper summarizes the research and analysis work done, and looks forward to the further work.
