【摘要】：知識(shí)經(jīng)濟(jì)時(shí)代,提升企業(yè)的科技研發(fā)能力,對(duì)企業(yè)的生存和發(fā)展具有非常重要的作用。要使科技研發(fā)能力成為企業(yè)的核心競爭力,就需要科學(xué)合理的分配、使用科研項(xiàng)目資源,管理項(xiàng)目的產(chǎn)出。因此,對(duì)科研項(xiàng)目進(jìn)行科學(xué)有效的管理,愈來愈受到政府、科研單位、企業(yè)等不同組織的重視。研究科研項(xiàng)目的科學(xué)、有效的管理方法成為必然。本論文以生命周期管理理論和項(xiàng)目管理理論為理論視角,從某集團(tuán)的科研項(xiàng)目管理現(xiàn)狀入手,在分析目前科研項(xiàng)目管理的實(shí)際狀況的基礎(chǔ)上,結(jié)合現(xiàn)代項(xiàng)目管理的特點(diǎn),提出把現(xiàn)代項(xiàng)目管理理論與方法應(yīng)用到科研項(xiàng)目管理當(dāng)中。本文通過對(duì)科研項(xiàng)目階段的劃分,并對(duì)科研項(xiàng)目立項(xiàng)、實(shí)施和驗(yàn)收三大階段的管理內(nèi)容作了詳細(xì)介紹。并將項(xiàng)目生命周期理論的系統(tǒng)管理思想,引入某企業(yè)X科研項(xiàng)目管理中,把項(xiàng)目管理的科學(xué)方法,如工作分解結(jié)構(gòu)、甘特圖、ARCI分析方法等,運(yùn)用到X科研項(xiàng)目管理中實(shí)踐。在項(xiàng)目立項(xiàng)、實(shí)施、驗(yàn)收的過程,使用進(jìn)度、質(zhì)量、成本控制等手段,規(guī)范項(xiàng)目過程控制機(jī)制,加強(qiáng)項(xiàng)目全過程的控制,降低科研項(xiàng)目的風(fēng)險(xiǎn),提高項(xiàng)目的綜合效益。論文最后,針對(duì)目前科研項(xiàng)目應(yīng)用項(xiàng)目管理過程中存在的項(xiàng)目組織結(jié)構(gòu)、項(xiàng)目管理的實(shí)施和控制、科研人員管理的問題,提出應(yīng)建立矩陣型組織形式以適應(yīng)現(xiàn)代項(xiàng)目管理的要求;對(duì)科研項(xiàng)目組織進(jìn)行矩陣式改造之后,要求各項(xiàng)目組對(duì)每一個(gè)項(xiàng)目的具體活動(dòng)進(jìn)行精細(xì)化實(shí)施與控制,實(shí)施過程中的每一個(gè)活動(dòng)都設(shè)定評(píng)價(jià)標(biāo)準(zhǔn)以檢驗(yàn)活動(dòng)結(jié)果,并及時(shí)采取適當(dāng)?shù)拇胧└纳撇涣己蠊?保證項(xiàng)目管理的有效性;通過改變科研人員傳統(tǒng)觀念、建立適宜的政策制度環(huán)境、注重科研項(xiàng)目管理人才的培養(yǎng)來加強(qiáng)對(duì)科研人員的有效管理。這一研究可為落實(shí)本企業(yè)科研項(xiàng)目管理全過程的管理提供理論依據(jù),為國內(nèi)其他企業(yè)的科研活動(dòng)開展提供借鑒。
[Abstract]:In the era of knowledge economy, it plays an important role in the survival and development of enterprises. In order to make the R & D ability of science and technology become the core competence of enterprises, it is necessary to allocate scientifically and reasonably, use the resources of scientific research projects and manage the output of the projects. Therefore, scientific and effective management of scientific research projects has been paid more and more attention by the government, scientific research units, enterprises and other different organizations. It is inevitable to study the science of scientific research projects and effective management methods. From the perspective of life cycle management theory and project management theory, this paper starts with the status quo of scientific research project management in a certain group, and on the basis of analyzing the actual situation of current scientific research project management, combines the characteristics of modern project management. This paper puts forward the application of modern project management theory and method to scientific research project management. This paper introduces in detail the management contents of the three stages of scientific research project establishment, implementation and acceptance by dividing the stages of scientific research projects. The system management idea of project life cycle theory is introduced into X scientific research project management in a certain enterprise, and the scientific methods of project management, such as work decomposition structure, Gantt map ARCI analysis method, are applied to X scientific research project management. In the process of project establishment, implementation, acceptance, schedule, quality, cost control and so on, the control mechanism of the project process is standardized, the control of the whole process of the project is strengthened, the risk of the scientific research project is reduced, and the comprehensive benefit of the project is improved. Finally, aiming at the problems of the project organization structure, the implementation and control of the project management, and the management of the scientific research personnel in the process of the application project management of the current scientific research project, It is suggested that the matrix organization should be established to meet the requirements of modern project management, and after the matrix transformation of the scientific research project organization, each project team should be required to implement and control the specific activities of each project. Each activity in the implementation process sets evaluation criteria to test the results of the activity, and timely and appropriate measures are taken to improve the adverse consequences and ensure the effectiveness of project management; by changing the traditional attitudes of researchers, To strengthen the effective management of scientific research personnel, we should establish a suitable policy and system environment and pay attention to the training of scientific research project management personnel. This study can provide a theoretical basis for the implementation of the management of the whole process of scientific research project management in this enterprise, and provide a reference for other domestic enterprises to carry out scientific research activities.
