【摘要】：隨著社會的發(fā)展和政府職能的改革以及建筑市場環(huán)境的變化,傳統(tǒng)建設工程項目管理模式已經(jīng)無法適應當前社會的發(fā)展,新的政府投資管理模式亟待開發(fā),在分析政府投資項目的特點,對比分析現(xiàn)有的管理模式優(yōu)缺點及其適用范圍的基礎上,本文提出的政府投資項目全壽命周期一體化管理(GPLM)模式的新型集成管理模式,分別論述項目全壽命周期一體化、項目各參與方的一體化和項目管理內(nèi)容的一體化的必要性,對GPLM模式的特點與效果進行了分析,該模式的特點與優(yōu)點如下:(1)分階段引入不同的一體化管理組符合政府投資的特點,在三個不同的階段,三個不同的主導人引導著一體化管理組的成員,充分考慮建設工程項目的整個生命周期,從整個項目出發(fā),圍繞項目的整體目標進行管理與控制。(2)以信息集成為基礎,借助計算機網(wǎng)絡等輔助工具,利用信息一體化平臺來實現(xiàn)不同管理過程中的信息傳遞以及數(shù)據(jù)共享。(3)各個階段不同參與方的管理人員服務于一體,及時協(xié)調(diào)和溝通,以達到及時動態(tài)跟蹤以及調(diào)整的成果。希望能夠為大型的建設工程項目集成化管理的實現(xiàn)起到拋磚引玉的作用,為我國建筑業(yè)的整體經(jīng)濟效益和市場競爭能力提供一定的借鑒意義。本文除緒論(第一章)和結(jié)束語(第五章)外,主要包括三章內(nèi)容:第二章,政府投資項目及管理模式。第三章,政府投資項目一體化管理。第四章,GPLM管理的實證研究。
[Abstract]:With the development of society, the reform of government function and the change of construction market environment, the traditional management mode of construction project has been unable to adapt to the development of current society, and the new government investment management mode needs to be developed urgently. On the basis of analyzing the characteristics of government investment projects, comparing and analyzing the advantages and disadvantages of the existing management models and their applicable scope, this paper proposes a new integrated management model of (GPLM) for the whole life cycle management of government investment projects. This paper discusses the necessity of the integration of the whole life cycle of the project, the integration of the participants of the project and the integration of the contents of the project management, and analyzes the characteristics and effects of the GPLM model. The characteristics and advantages of the model are as follows: (1) the introduction of different integrated management groups in stages conforms to the characteristics of government investment. In three different stages, three different leaders lead the members of the integrated management group. Fully considering the whole life cycle of the construction project, starting from the whole project, managing and controlling the whole project objectives. (2) based on the information integration, with the aid of computer network and other auxiliary tools, The information integration platform is used to realize the information transmission and data sharing in different management processes. (3) the managers of different participants in each stage serve in one, coordinate and communicate in time, in order to achieve the results of timely dynamic tracking and adjustment. It is hoped that it will be helpful to the realization of integrated management of large-scale construction projects and will provide some reference for the overall economic benefit and market competition ability of our country's construction industry. In addition to the introduction (chapter one) and the conclusion (chapter five), this paper mainly includes three chapters: chapter two, government investment projects and management model. Chapter III, the integrated management of government investment projects. The fourth chapter is the empirical study of GPLM management.
