【摘要】：在山東省人民政府和山東省衛(wèi)計(jì)委關(guān)于扶持中醫(yī)藥事業(yè)發(fā)展的號(hào)召下,中醫(yī)藥科研項(xiàng)目逐步成為現(xiàn)階段山東省中醫(yī)藥事業(yè)發(fā)展的工作重點(diǎn),中醫(yī)藥科研項(xiàng)目在數(shù)量和質(zhì)量上都有顯著提高,傳統(tǒng)的科研項(xiàng)目管理方式已經(jīng)不能滿足管理工作高質(zhì)量高效率的需求。中醫(yī)藥科研項(xiàng)目管理水平,工作效率等均有待提高。山東省衛(wèi)計(jì)委為了貫徹山東省人民政府關(guān)于扶持中醫(yī)藥事業(yè)發(fā)展的號(hào)召,提高山東省中醫(yī)藥科研項(xiàng)目管理水平,縮短管理周期,提高工作效率,有必要設(shè)計(jì)和實(shí)現(xiàn)一個(gè)中醫(yī)藥科研項(xiàng)目管理系統(tǒng)來(lái)規(guī)范化全省中醫(yī)藥科研項(xiàng)目的管理。通過(guò)研究山東省中醫(yī)藥科研項(xiàng)目管理的當(dāng)前背景與國(guó)內(nèi)國(guó)外類(lèi)似科研項(xiàng)目管理系統(tǒng)現(xiàn)狀,結(jié)合當(dāng)前科研項(xiàng)目管理系統(tǒng)主要使用的技術(shù)。本系統(tǒng)運(yùn)用常見(jiàn)的J2EE企業(yè)平臺(tái),后臺(tái)使用SSH (Struts、Spring、Hibernate)整合框架進(jìn)行整個(gè)系統(tǒng)的開(kāi)發(fā),該架構(gòu)的設(shè)計(jì)思想使用MVC模式,確保系統(tǒng)分工明確,有較高的可擴(kuò)展性和可維護(hù)性。系統(tǒng)決定使用SQL SERVER2014對(duì)中醫(yī)藥科研項(xiàng)目管理數(shù)據(jù)進(jìn)行存儲(chǔ)。山東省中醫(yī)藥科研項(xiàng)目管理系統(tǒng)主要實(shí)現(xiàn)了個(gè)人信息管理、項(xiàng)目申報(bào)管理、項(xiàng)目審核管理、用戶審核管理、新聞管理五大功能模塊。個(gè)人信息管理模塊實(shí)現(xiàn)了登錄、注冊(cè)、個(gè)人信息管理功能。項(xiàng)目申報(bào)管理模塊實(shí)現(xiàn)了項(xiàng)目申報(bào)管理、合同申報(bào)管理、年度檢查申請(qǐng)管理、延期申請(qǐng)管理、變更申請(qǐng)管理、撤題申請(qǐng)管理、結(jié)題申請(qǐng)管理、驗(yàn)收申請(qǐng)管理等功能。項(xiàng)目審核管理模塊實(shí)現(xiàn)了項(xiàng)目審核、項(xiàng)目查詢和統(tǒng)計(jì)、上級(jí)退回項(xiàng)目查詢、合同上傳審核、項(xiàng)目總覽和年終總結(jié)總覽等功能。用戶審核管理模塊實(shí)現(xiàn)了用戶審核、用戶查看和歸口單位管理功能。新聞管理模塊實(shí)現(xiàn)了信息發(fā)布、信息管理、新聞信息瀏覽功能。中醫(yī)藥科研項(xiàng)目管理系統(tǒng)在山東省進(jìn)行使用后,可以對(duì)山東省中醫(yī)藥科研項(xiàng)目工作進(jìn)行規(guī)范化管理,提高科研項(xiàng)目管理水平,提升工作效率,提高科研項(xiàng)目各項(xiàng)管理工作的透明度,對(duì)山東省中醫(yī)藥科研事業(yè)的發(fā)展具有很強(qiáng)的促進(jìn)作用。
[Abstract]:Under the call of the Shandong Provincial people's Government and the Shandong Health and Planning Commission to support the development of traditional Chinese medicine, the scientific research projects of traditional Chinese medicine have gradually become the focus of work in the development of traditional Chinese medicine in Shandong Province at this stage. The quantity and quality of traditional Chinese medicine scientific research projects have been greatly improved, and the traditional management methods of scientific research projects can not meet the needs of high quality and high efficiency of management work. The management level and working efficiency of traditional Chinese medicine scientific research projects need to be improved. In order to carry out the call of the Shandong Provincial people's Government to support the development of traditional Chinese medicine, to improve the management level of scientific research projects of traditional Chinese medicine in Shandong Province, to shorten the management period, and to improve work efficiency, It is necessary to design and implement a management system of traditional Chinese medicine scientific research projects to standardize the management of traditional Chinese medicine scientific research projects in the province. By studying the current background of Shandong Province's traditional Chinese medicine scientific research project management and the current situation of similar scientific research project management system at home and abroad, combining the main technology used in the current scientific research project management system. This system uses the common J2EE enterprise platform, the backstage uses the SSH (Struts J2EE Spring hibernate) integration frame to carry on the entire system development, this frame design thought uses the MVC pattern, guarantees the system division of labor to be clear, has the higher expansibility and the maintainability. The system decided to use SQL SERVER2014 to store the management data of traditional Chinese medicine scientific research project. Shandong Province traditional Chinese Medicine Research Project Management system mainly realizes five functional modules: personal information management, project declaration management, project audit management, user audit management and news management. Personal information management module to achieve login, registration, personal information management function. The project declaration management module realizes the functions of project declaration management, contract declaration management, annual inspection application management, extension application management, change application management, withdrawal application management, completion application management, acceptance application management, and so on. The project audit management module realizes the functions of project audit, project query and statistics, superior return project query, contract upload audit, project overview and year-end summary overview. User audit management module realizes the function of user audit, user view and unit management. News management module realizes the functions of information release, information management and news information browsing. After the management system of traditional Chinese medicine scientific research project is used in Shandong Province, it can standardize the management of traditional Chinese medicine scientific research projects in Shandong Province, improve the management level of scientific research projects, and enhance the working efficiency. Improving the transparency of the management of scientific research projects will promote the development of traditional Chinese medicine research in Shandong Province.
