【摘要】：國防科技工業(yè)固定資產(chǎn)投資項(xiàng)目具有項(xiàng)目投資規(guī)模大、建設(shè)周期長、建設(shè)內(nèi)容繁雜、投資意義大等特點(diǎn),客觀上要求項(xiàng)目建設(shè)要從建設(shè)的目標(biāo)出發(fā),科學(xué)合理地規(guī)劃項(xiàng)目建設(shè)計(jì)劃,加強(qiáng)建設(shè)過程中的建安工程實(shí)施管理、設(shè)備采購管理,嚴(yán)格項(xiàng)目進(jìn)度管理,確保項(xiàng)目建設(shè)的進(jìn)度和質(zhì)量。軍用XX基礎(chǔ)研發(fā)條件建設(shè)項(xiàng)目為國防科技工業(yè)固定資產(chǎn)投資項(xiàng)目,在項(xiàng)目實(shí)施過程中,存在進(jìn)度管理制度不健全、進(jìn)度管理重要性認(rèn)識不足、進(jìn)度管理的科學(xué)性有待提高、缺乏專職進(jìn)度控制人員等問題,項(xiàng)目實(shí)施進(jìn)度發(fā)生延誤,對項(xiàng)目的按時(shí)完成造成較大的影響,因此,有必要對XX項(xiàng)目進(jìn)行進(jìn)度管理研究,并有非常重要的意義。本論文在對項(xiàng)目管理和項(xiàng)目進(jìn)度管理相關(guān)理論研究的基礎(chǔ)上,對XX項(xiàng)目進(jìn)行了WBS分解并對活動邏輯關(guān)系進(jìn)行了深入的研究,運(yùn)用網(wǎng)絡(luò)計(jì)劃技術(shù)、關(guān)鍵路徑法等方法,編制了項(xiàng)目進(jìn)度計(jì)劃,并對進(jìn)度計(jì)劃進(jìn)行了優(yōu)化；其次,詳細(xì)分析了項(xiàng)目進(jìn)度計(jì)劃實(shí)施過程中,如何對項(xiàng)目進(jìn)度計(jì)劃進(jìn)行動態(tài)監(jiān)控、以及如何對項(xiàng)目進(jìn)度計(jì)劃進(jìn)行調(diào)整,提出了對項(xiàng)目進(jìn)度計(jì)劃進(jìn)行控制的措施,同時(shí)也提出了確保項(xiàng)目進(jìn)度計(jì)劃實(shí)施的相關(guān)保障措施。通過本論文研究,將項(xiàng)目管理的理論和方法與軍用XX基礎(chǔ)研發(fā)條件建設(shè)項(xiàng)目進(jìn)度管理的實(shí)際相結(jié)合,對于XX項(xiàng)目進(jìn)度計(jì)劃的制定和控制都有著重要的理論意義和現(xiàn)實(shí)意義；通過該研究,也可為其他國防科技工業(yè)固定資產(chǎn)項(xiàng)目的進(jìn)度管理提供借鑒和參考。
[Abstract]:The fixed assets investment projects of national defense science, technology and industry have the characteristics of large scale of project investment, long construction period, complicated construction contents and great investment significance. It is objectively required that the project construction should proceed from the goal of construction. In order to ensure the progress and quality of the project, we should plan the project construction plan scientifically and reasonably, strengthen the implementation management of the construction safety project in the process of construction, manage the equipment purchase, strictly manage the project schedule, and ensure the progress and quality of the project construction. The military XX basic R & D condition construction project is the national defense science and technology industry fixed assets investment project, in the project implementation process, the progress management system is not perfect, the schedule management importance understanding is insufficient, the schedule management scientific nature needs to be improved, Lack of full-time progress control personnel, the project implementation schedule delay, the project on time to complete a greater impact, therefore, it is necessary to XX project progress management research, and has very important significance. Based on the research on the theory of project management and project schedule management, this paper has carried on the WBS decomposition to XX project and carried on the thorough research to the activity logic relation, has used the network plan technology, the key path method and so on method. The project schedule is compiled and optimized. Secondly, how to monitor the project schedule dynamically and how to adjust the project schedule during the implementation of the project schedule are analyzed in detail. This paper puts forward the measures to control the project schedule, and also puts forward the relevant safeguard measures to ensure the implementation of the project schedule plan. Through the research of this paper, combining the theory and method of project management with the actual situation of military XX basic R & D condition construction project schedule management, it has important theoretical and practical significance for the formulation and control of XX project schedule. Through this research, we can also provide reference and reference for the schedule management of other fixed assets projects of defense science, technology and industry.
