【摘要】：國防科技工業(yè)固定資產(chǎn)投資項目具有項目投資規(guī)模大、建設(shè)周期長、建設(shè)內(nèi)容繁雜、投資意義大等特點,客觀上要求項目建設(shè)要從建設(shè)的目標出發(fā),科學(xué)合理地規(guī)劃項目建設(shè)計劃,加強建設(shè)過程中的建安工程實施管理、設(shè)備采購管理,嚴格項目進度管理,確保項目建設(shè)的進度和質(zhì)量。軍用XX基礎(chǔ)研發(fā)條件建設(shè)項目為國防科技工業(yè)固定資產(chǎn)投資項目,在項目實施過程中,存在進度管理制度不健全、進度管理重要性認識不足、進度管理的科學(xué)性有待提高、缺乏專職進度控制人員等問題,項目實施進度發(fā)生延誤,對項目的按時完成造成較大的影響,因此,有必要對XX項目進行進度管理研究,并有非常重要的意義。本論文在對項目管理和項目進度管理相關(guān)理論研究的基礎(chǔ)上,對XX項目進行了WBS分解并對活動邏輯關(guān)系進行了深入的研究,運用網(wǎng)絡(luò)計劃技術(shù)、關(guān)鍵路徑法等方法,編制了項目進度計劃,并對進度計劃進行了優(yōu)化；其次,詳細分析了項目進度計劃實施過程中,如何對項目進度計劃進行動態(tài)監(jiān)控、以及如何對項目進度計劃進行調(diào)整,提出了對項目進度計劃進行控制的措施,同時也提出了確保項目進度計劃實施的相關(guān)保障措施。通過本論文研究,將項目管理的理論和方法與軍用XX基礎(chǔ)研發(fā)條件建設(shè)項目進度管理的實際相結(jié)合,對于XX項目進度計劃的制定和控制都有著重要的理論意義和現(xiàn)實意義；通過該研究,也可為其他國防科技工業(yè)固定資產(chǎn)項目的進度管理提供借鑒和參考。
[Abstract]:The fixed assets investment projects of national defense science, technology and industry have the characteristics of large scale of project investment, long construction period, complicated construction contents and great investment significance. It is objectively required that the project construction should proceed from the goal of construction. In order to ensure the progress and quality of the project, we should plan the project construction plan scientifically and reasonably, strengthen the implementation management of the construction safety project in the process of construction, manage the equipment purchase, strictly manage the project schedule, and ensure the progress and quality of the project construction. The military XX basic R & D condition construction project is the national defense science and technology industry fixed assets investment project, in the project implementation process, the progress management system is not perfect, the schedule management importance understanding is insufficient, the schedule management scientific nature needs to be improved, Lack of full-time progress control personnel, the project implementation schedule delay, the project on time to complete a greater impact, therefore, it is necessary to XX project progress management research, and has very important significance. Based on the research on the theory of project management and project schedule management, this paper has carried on the WBS decomposition to XX project and carried on the thorough research to the activity logic relation, has used the network plan technology, the key path method and so on method. The project schedule is compiled and optimized. Secondly, how to monitor the project schedule dynamically and how to adjust the project schedule during the implementation of the project schedule are analyzed in detail. This paper puts forward the measures to control the project schedule, and also puts forward the relevant safeguard measures to ensure the implementation of the project schedule plan. Through the research of this paper, combining the theory and method of project management with the actual situation of military XX basic R & D condition construction project schedule management, it has important theoretical and practical significance for the formulation and control of XX project schedule. Through this research, we can also provide reference and reference for the schedule management of other fixed assets projects of defense science, technology and industry.
