伊春市林業(yè)棚戶區(qū)改造工程項目施工管理

【摘要】：為解決國有林區(qū)職工的住房困難問題，黨中央、國務(wù)院早就提出了國有林區(qū)棚戶區(qū)改造工程。近年來，林業(yè)棚戶區(qū)改造工程作為解決國有林業(yè)職工住房困難的一項重要舉措，，已經(jīng)受到廣大林業(yè)企業(yè)的重視。實踐證明，林業(yè)棚戶區(qū)改造工程取得了顯著的效果，解決了部分林業(yè)職工的住房問題，但同時也出現(xiàn)了不少的問題。因此，完善國有林區(qū)棚戶區(qū)改造項目施工管理，合理地解決國有林業(yè)職工的住房問題，已成為林業(yè)企業(yè)發(fā)展所面臨的緊迫問題。 論文選取伊春市2013年林業(yè)棚戶區(qū)改造工程項目為研究對象，以項目管理學(xué)的理論為研究方法，對伊春市（林管局）自2008至2012年林業(yè)棚戶區(qū)改造工程管理方式進行了深入分析。通過對伊春2013年林業(yè)棚戶區(qū)改造工程管理改革創(chuàng)新實施的步驟、措施和方法進行了項目管理學(xué)分析，嘗試將建筑工程工作中需要變革的部分作為項目進行論證，使用工作流程圖、流程表等項目管理學(xué)手段對伊春2013年林業(yè)棚戶區(qū)改造工程進行分析，將建筑工程管理工作中的問題研究同項目管理學(xué)結(jié)合起來研究，明確建筑工程的項目屬性、制定建筑工程的管理制度、確定項目所需結(jié)果、探討項目共性，進而制定出伊春市（林管局）棚戶區(qū)改造工程的創(chuàng)新管理辦法，規(guī)范管理模式和管理流程，從而破解了伊春市（林管局）棚戶區(qū)改造工作供需脫節(jié)的狀況，為伊春市（林管局）以后年度棚戶區(qū)改造工作管理提供了基礎(chǔ)條件。 創(chuàng)新之處主要是：一是對棚戶區(qū)改造工程管理機構(gòu)的改革；二是建立了管理“統(tǒng)一化”、信息“共享化”的模式；三是使用互聯(lián)網(wǎng)輔助軟件對項目各階段情況進行匯集，使伊春市2013年棚戶區(qū)改造工程從過去的瓶頸突破出來，形成了新的常態(tài)管理的模式。作為項目管理的延伸，政府項目越來越多的得到了人們的重視，這種新的常態(tài)管理的模式可以運用到未來大量的項目中由政府興辦和建設(shè)項目。
[Abstract]:In order to solve the housing problem of state-owned forest area workers, the Party Central Committee and the State Council have long proposed the renovation project of the state-owned forest area shantytown. In recent years, as an important measure to solve the housing difficulties of state-owned forestry workers, the forestry shantytown reconstruction project has been attached importance to by the majority of forestry enterprises. Practice has proved that the forestry shantytown reconstruction project has achieved remarkable results and solved the housing problems of some forestry workers, but at the same time, there are many problems. Therefore, it has become an urgent problem for forestry enterprises to improve the construction management of shantytown reconstruction project and solve the housing problem of state-owned forestry workers. This paper selects the forestry shantytown reconstruction project in Yichun city in 2013 as the research object, taking the project management theory as the research method, carries on the thorough analysis to the forestry shantytown reconstruction project management mode from 2008 to 2012 in Yichun City (Forestry Administration Bureau). By analyzing the steps, measures and methods of the reform and innovation of forestry shantytown reconstruction project management in Yichun in 2013, this paper tries to demonstrate the part of the construction engineering work that needs to be changed as a project. This paper analyzes the forestry shantytown reconstruction project in Yichun in 2013 by using the project management methods such as workflow flow chart and flow chart, and combines the research of construction engineering management with the project management. Make clear the project attribute of the construction project, establish the management system of the construction project, determine the result of the project, discuss the common character of the project, and then work out the innovative management method of the shantytown reconstruction project in Yichun City (Bureau of Forestry). By standardizing the management mode and the management flow, the disconnection between supply and demand of shantytown reconstruction work in Yichun City (Forestry Bureau) has been solved, which provides the basic conditions for the management of shantytown reconstruction work in Yichun City in the future year. The innovations are mainly as follows: first, the reform of the management organization of the shantytown renovation project; second, the establishment of a "unified" management model and "sharing" of information; and third, the use of Internet software to collect the various phases of the project. The shantytown reconstruction project in Yichun in 2013 broke through the bottleneck of the past and formed a new normal management mode. As an extension of project management, more and more government projects have been attached importance to, this new normal management model can be applied to a large number of projects in the future by the government and construction projects.
