新建邯鄲(邢臺(tái))至黃驊港鐵路工程概算清理工作研究

【摘要】:目前,我國正處于鐵路建設(shè)大發(fā)展的黃金時(shí)期,截止2015年底,我國鐵路總里程達(dá)12.1萬公里,根據(jù)《中長(zhǎng)期鐵路網(wǎng)規(guī)劃》,到2020年鐵路網(wǎng)規(guī)模達(dá)15萬公里,到2025年進(jìn)一步擴(kuò)大到17.5萬公里。大規(guī)模鐵路建設(shè)為我國經(jīng)濟(jì)穩(wěn)步、快速發(fā)展起到了促進(jìn)作用。由于鐵路建設(shè)投資額巨大的特點(diǎn),對(duì)國家策略、行業(yè)發(fā)展以及地區(qū)經(jīng)濟(jì)結(jié)構(gòu)的都有重大影響,對(duì)國民經(jīng)濟(jì)民生也產(chǎn)生深遠(yuǎn)影響。因此,有效、合理的控制好鐵路項(xiàng)目投資情況,是鐵路項(xiàng)目管理的一個(gè)至關(guān)重要的問題。鐵路項(xiàng)目普遍存在工程進(jìn)度要求緊迫等情況,又因鐵路建設(shè)項(xiàng)目具有投資巨大、工期長(zhǎng)、規(guī)模廣等特點(diǎn),在建設(shè)過程中常受到國家政策、發(fā)展規(guī)劃、環(huán)境條件等諸多因素的影響,致使項(xiàng)目在初設(shè)批復(fù)后仍會(huì)產(chǎn)生前期難以預(yù)料的變更情況,F(xiàn)階段,概算清理工作是鐵路建設(shè)投資管理的一項(xiàng)重要手段,進(jìn)一步規(guī)范概算清理行為,對(duì)鐵路建設(shè)投資過程進(jìn)行閉環(huán)管控,確保工程投資在控制范圍內(nèi)的需求尤為迫切且意義重大。本文對(duì)概算清理的程序、主要內(nèi)容以及重點(diǎn)內(nèi)容,進(jìn)行深入的分析,總結(jié)出概算清理費(fèi)用的計(jì)算方法,提高了概算清理工作效率;系統(tǒng)的總結(jié)了概算清理工作的重點(diǎn)內(nèi)容,對(duì)關(guān)鍵工作進(jìn)行分析研究,并提出解決方案。選取了邯黃鐵路工程作為課題實(shí)際研究對(duì)象,現(xiàn)場(chǎng)調(diào)研了項(xiàng)目實(shí)施情況,搜集了大量工程項(xiàng)目資料及政策法規(guī)文件,剖析了相關(guān)文獻(xiàn)條款及要求;通過實(shí)時(shí)跟蹤項(xiàng)目進(jìn)度,充分獲得了現(xiàn)場(chǎng)征地拆遷、變更、材料價(jià)差等數(shù)據(jù),并對(duì)數(shù)據(jù)進(jìn)行及時(shí)處理、歸納。從項(xiàng)目投資、建設(shè)過程、最終批復(fù)等環(huán)節(jié),進(jìn)行深入研究,并將各項(xiàng)費(fèi)用分內(nèi)容進(jìn)行了清理,與初步設(shè)計(jì)批復(fù)概算相對(duì)比分析,明確了費(fèi)用控制數(shù)額,有效的控制了建設(shè)投資;多次與相關(guān)管理部門負(fù)責(zé)人進(jìn)行溝通討論并實(shí)地參加概算清理工作,分析、總結(jié)邯黃鐵路工程概算清理工作存在的問題。針對(duì)具體問題,提出鐵路建設(shè)項(xiàng)目征地拆遷管理、變更管理、補(bǔ)充合同簽訂等有關(guān)內(nèi)容的建議。解決了概算清理工作中概念容易混淆、管理容易出現(xiàn)漏洞的相關(guān)問題,規(guī)范了概算清理行為。
[Abstract]:At present, China is in the golden period of great development of railway construction. By the end of 2015, the total mileage of railway in China has reached 121000 kilometers. According to the medium and long term Railway Network Plan, the scale of railway network will reach 150000 km by 2020. It will be further expanded to 175000 km by 2025. Large-scale railway construction for China's economic stability, rapid development has played a role in promoting. Because of the huge investment in railway construction, it has a great influence on the national strategy, industry development and regional economic structure, and has a far-reaching impact on the people's livelihood of the national economy. Therefore, effective and reasonable control of railway project investment is a crucial issue in railway project management. Railway projects generally have urgent requirements for project progress, and because railway construction projects have the characteristics of huge investment, long construction period and wide scale, they are often subjected to national policies and development plans in the course of construction. Many factors, such as environmental conditions, lead to unpredictable changes in the project after the initial approval. At the present stage, the work of budget estimate cleaning is an important means of railway construction investment management. It further standardizes the clean-up of budget estimates and carries out closed-loop control over the investment process of railway construction. The need to ensure that project investment is within control is particularly urgent and significant. This paper makes a deep analysis of the procedure, main contents and key contents of the budget estimate cleanup, sums up the calculation method of the budget estimate cleaning cost, improves the efficiency of the budget estimate cleaning work, systematically summarizes the key contents of the budget estimate cleaning work, Analyze the key work and put forward the solution. This paper selects Han-Huang Railway Project as the actual research object, investigates the implementation of the project on the spot, collects a large number of project data and policies and regulations, analyzes the relevant document terms and requirements, and tracks the progress of the project in real time. Full access to land requisition, change, material spread and other data, and timely processing of the data, summed up. From the project investment, construction process, final approval and other links, in-depth study, and the cost of each part of the cleaning up, and preliminary design approval estimates compared with the analysis, clear the amount of cost control, effective control of the construction investment; To communicate and discuss with relevant management department leaders and participate in the work of budget estimate cleaning on the spot, analyze and summarize the problems existing in the work of budget estimate cleaning of Han-Huang railway project. In view of the specific problems, this paper puts forward some suggestions on land requisition and removal management, change management, supplementary contract signing and other related contents of railway construction projects. It solves the problem that the concept is easy to be confused and the management is prone to loopholes in the work of budget estimate cleaning, and standardizes the clean-up behavior of budget estimate.
