【摘要】：國資委在《關(guān)于加強“十二五”時期中央企業(yè)信息化工作的指導(dǎo)意見》中提出來,至2015年年底底“應(yīng)用系統(tǒng)要實現(xiàn)所有層級和主要業(yè)務(wù)的全覆蓋；系統(tǒng)集成、信息共享和業(yè)務(wù)協(xié)同能力進一步提高；信息化與戰(zhàn)略決策、經(jīng)營管理、生產(chǎn)過程、風(fēng)險管控深度融合；組織體系、基礎(chǔ)設(shè)施、安全保障、運維能力進一步增強；信息化應(yīng)用水平全面提高：大多數(shù)中央企業(yè)信息化水平達到A級,達到或接近國家同行業(yè)先進水平”。在“十二五”期間,A電網(wǎng)公司適時啟動了“6+1”企業(yè)級業(yè)務(wù)系統(tǒng)建設(shè)工作,系統(tǒng)均采用一體化大集中模式構(gòu)建,建設(shè)完成后,將啟動實施推廣工作。信息系統(tǒng)實施推廣是企業(yè)信息系統(tǒng)建設(shè)的最后一個環(huán)節(jié),成敗至關(guān)重要,關(guān)系到整個電網(wǎng)企業(yè)的整體發(fā)展,電力企業(yè)一體化企業(yè)級信息項目具有很強的獨特性,自主研發(fā),具有很強的創(chuàng)新性,項目推廣應(yīng)用過程中存在著很多困難和風(fēng)險,為保證項目的整體成功,充分識別風(fēng)險與排除困難,科學(xué)度量和全面控制,需對一體化大集中信息系統(tǒng)的實施推廣模式進行研究。論文在對電網(wǎng)企業(yè)業(yè)務(wù)、管理,信息系統(tǒng)建設(shè)現(xiàn)狀等進行充分調(diào)研的基礎(chǔ)上,借鑒其它行業(yè)的已有經(jīng)驗,對電網(wǎng)企業(yè)一體化大集中系統(tǒng)的如何有效推廣實施進行研究,主要從構(gòu)建從一體化大集中系統(tǒng)推廣實施模型、數(shù)據(jù)遷移方案,實施培訓(xùn)體系等方面進行研究,本文的成果可為電網(wǎng)企業(yè)的一體化大集中信息系統(tǒng)實施推廣提供參考,同時也可對與電網(wǎng)企業(yè)類似的網(wǎng)架類公共服務(wù)型企業(yè)的一體化大集中信息系統(tǒng)的推廣實施提供參考和借鑒。
[Abstract]:The SASAC put forward in its "guidance on strengthening the Informatization work of Central Enterprises during the Twelfth Five-Year Plan" that by the end of 2015, "the application system should achieve full coverage of all levels and major operations; system integration," The capability of information sharing and business coordination is further improved; Informatization and strategic decision making, management, production process, risk management and control are deeply integrated; organizational system, infrastructure, security, operation and maintenance capabilities are further enhanced; The level of informatization application has been improved in an all-round way: most central enterprises' informatization level has reached Grade A, reaching or approaching the advanced level of the same industry in the country. During the "12th Five-Year Plan" period, the company started the construction of "61" enterprise business system in good time. The system was constructed by the integrated and centralized mode. After the completion of the construction, the implementation of the system will be started and popularized. The implementation and promotion of information system is the last link in the construction of enterprise information system. The success or failure is very important, which is related to the overall development of the whole power grid enterprise. The integrated enterprise information project of electric power enterprise has strong uniqueness, independent research and development. There are many difficulties and risks in the process of project extension and application. In order to ensure the overall success of the project, fully identify the risks and eliminate difficulties, scientific measurement and overall control, It is necessary to study the implementation and popularization model of integrated large-scale centralized information system. On the basis of the full investigation of the business, management and information system construction of power grid enterprises, and drawing on the existing experience of other industries, this paper studies how to effectively popularize and implement the integrated large centralized system of power grid enterprises. Mainly from the construction from the integrated large-scale centralized system extension implementation model, the data migration plan, the implementation training system and so on aspect carries on the research, this article achievement may provide the reference for the grid enterprise integration large-scale centralized information system implementation promotion, At the same time, it can also be used for reference for the popularization and implementation of the integrated large-scale centralized information system of the public service enterprises of the grid type similar to the power grid enterprises.
