【摘要】：近年來,北部灣地區(qū)進(jìn)行大規(guī)模的開放開發(fā),廣西地區(qū)的經(jīng)濟(jì)得到持續(xù)、快速、健康發(fā)展,大大增加對石油的需求量。2007年,中國石油集團(tuán)開始在廣西欽州開工建設(shè)一座加工1000×104t/a蘇丹原油的煉油廠。該項目的一期工程已于2010年9月進(jìn)油投產(chǎn),項目全面建成后每年可生產(chǎn)654萬噸成品油。為保證廣西石化建成后成品油外輸通道的暢通,廣西石化1000萬噸／年煉廠成品油外輸管道工程建設(shè)勢在必行。要實現(xiàn)廣西石化1000萬噸／年煉廠成品油外輸管道建設(shè)、使用過程的安全可靠和高效運(yùn)營,就必須努力提升對成品油管道項目的建設(shè)和運(yùn)營全過程的風(fēng)險的控制能力。本文在分析成品油管道工程項目特點(diǎn)的基礎(chǔ)上,以廣西石化1000萬噸／年煉廠成品油外輸管道項目為實例,全面分析成品油管道項目前期準(zhǔn)備、項目實施、項目運(yùn)營及項目管理等各個環(huán)節(jié)可能面臨的風(fēng)險,利用項目風(fēng)險管理理論中的資料分析法、魚刺圖分析法以及專家訪談法等方法識別該成品油管道項目所有的潛在風(fēng)險,歸納出進(jìn)度、質(zhì)量、安全、成本、環(huán)境等五大類風(fēng)險,并對這五大類風(fēng)險所包含的風(fēng)險因子進(jìn)行層層分析,提出相應(yīng)的應(yīng)對策略,以確保成品油管道的安全、可靠運(yùn)行,最大限度降低輸油管道事故發(fā)生,避免造成人員傷亡、環(huán)境破壞和巨大的經(jīng)濟(jì)損失。
[Abstract]:In recent years, the Beibu Gulf region has carried out large-scale open development, and Guangxi's economy has been continuously, rapidly and healthily developed, greatly increasing the demand for oil. In 2007, CNPC has begun construction of a refinery in Qinzhou, Guangxi, to process 1000 脳 104t/a Sudanese crude oil. The first stage of the project has been put into production in September 2010. After the completion of the project, 6.54 million tons of finished oil can be produced every year. In order to ensure the smooth transportation of finished oil after the completion of Guangxi Petrochemical Company, it is imperative to construct the pipeline project of 10 million tons / year refined oil pipeline in Guangxi Petrochemical Company. In order to realize the construction of finished oil pipeline in Guangxi Petrochemical 10 million t / a refinery and the safe, reliable and efficient operation of the process, it is necessary to improve the ability to control the risk in the whole process of construction and operation of the finished oil pipeline project. Based on the analysis of the characteristics of the finished oil pipeline project, taking the finished oil pipeline project of Guangxi Petrochemical 10 million tons / year refinery as an example, this paper comprehensively analyzes the preparatory preparation and the implementation of the finished oil pipeline project. The risks that the project operation and project management may face, using the data analysis method of the project risk management theory, the fish-thorn chart analysis method and the expert interview method to identify all the potential risks of the finished oil pipeline project. Five kinds of risks, such as schedule, quality, safety, cost and environment, are summed up, and the risk factors involved in these five kinds of risks are analyzed layer by layer, and corresponding countermeasures are put forward to ensure the safe and reliable operation of the finished oil pipeline. Minimize oil pipeline accidents, avoid casualties, environmental damage and huge economic losses.
