【摘要】：火電項目合同管理不同于常規(guī)的建造合同管理。其牽扯到諸多方面,例如業(yè)主(國外項目)、總包方、電力設計院、國、內(nèi)外物資供應公司、物流運輸單位等等。80年代,由于個性化需求低,更多的電廠考慮的是提前或按期交貨、設備的提前投運,以更快的時間創(chuàng)造更大的經(jīng)濟效益。對于火電設備的經(jīng)濟性、運行的穩(wěn)定性不做更多的考慮。東汽在80年代曾經(jīng)創(chuàng)造過300N的機型已達到80多臺�，F(xiàn)今,隨著中國霧霾的加劇,優(yōu)質(zhì)煤炭等不可再生發(fā)電用資源越來越匱乏的現(xiàn)狀,國家發(fā)改委對于火電項目的審批日益嚴格。國內(nèi)五大電力集團面對國家的嚴格標準以及國內(nèi)火電市場的急劇萎縮,其需審批的火電項目也必須通過國家的環(huán)評測試,各項指標滿足國家要求項目才能上馬�？梢�,無論是國內(nèi)五大電力公司還是私營企業(yè)在簽訂汽輪機火電設備采購合同時,不僅要求滿足設備的交貨期,其更加重視的是機組的熱耗、出力等綜合性經(jīng)濟指標。因此,本論文結合公司自身情況,面對火電市場萎縮、合同價格降低、技術規(guī)范和產(chǎn)品質(zhì)量越來越高的要求、采購成本增加、物流成本增加的現(xiàn)狀,如何讓業(yè)主采購的定制化火電汽輪機設備以最低的投入成本營造最大的利潤是公司首要考慮的課題,也是企業(yè)發(fā)展的核心。通過對火電項目合同管理內(nèi)容的歸納和梳理,希望對大型裝備企業(yè)在火電項目的合同管理方面具有一定的借鑒作用。
[Abstract]:The contract management of thermal power project is different from the conventional construction contract management. It involves many aspects, such as owner (foreign project), general contractor, electric power design institute, national, domestic and foreign material supply company, logistics transportation unit, etc., due to low individualized demand, More power plants are concerned with early or scheduled delivery of equipment in advance to create greater economic benefits in faster time. For the economy of thermal power equipment, the stability of operation do not do more consideration. Dongqi in the 80 s has created 300 N models have reached more than 80 sets. Nowadays, with the aggravation of China's haze and the shortage of non-renewable power resources such as high-quality coal, the National Development and Reform Commission is increasingly strict in the examination and approval of thermal power projects. Faced with the strict national standards and the sharp contraction of the domestic thermal power market, the five major domestic power groups must also pass the national environmental assessment test for the thermal power projects that need to be approved, and each index can meet the requirements of the state before the projects can be started. It can be seen that when the five domestic power companies or private enterprises sign the purchase contract of steam turbine thermal power equipment, they not only need to meet the delivery time of the equipment, but also pay more attention to the comprehensive economic indicators such as heat consumption and output capacity of the units. Therefore, this paper combined with the company's own situation, facing the thermal power market shrinking, contract prices reduced, technical specifications and product quality requirements, procurement costs increased, logistics costs increased. How to make the customized steam turbine equipment purchased by the owner to create the maximum profit with the lowest input cost is the primary issue of the company and the core of the development of the enterprise. By summing up and combing the contents of contract management of thermal power project, it is hoped that it can be used for reference in the contract management of thermal power project by large equipment enterprises.
