某重大專項(xiàng)芯片研發(fā)項(xiàng)目的風(fēng)險(xiǎn)管理

【摘要】:重大專項(xiàng)是面向國家重大需求,通過合作單位協(xié)同創(chuàng)新的方式,圍繞關(guān)鍵領(lǐng)域開展聯(lián)合攻關(guān),突破制約產(chǎn)業(yè)發(fā)展的技術(shù)瓶頸的一項(xiàng)重大戰(zhàn)略任務(wù)。重大專項(xiàng)芯片專項(xiàng)是國家意識的體現(xiàn),充分反映我國電子信息產(chǎn)業(yè)從大到強(qiáng)的戰(zhàn)略規(guī)劃,故它是一個(gè)復(fù)雜的系統(tǒng)工程。長期以來,作為影響項(xiàng)目成敗重要環(huán)節(jié)之一,重大專項(xiàng)芯片研發(fā)項(xiàng)目的管理未引起高度重視,嚴(yán)重落后于項(xiàng)目技術(shù)的發(fā)展,并逐漸成為誘發(fā)項(xiàng)目失敗的潛在因素之一。因此,把項(xiàng)目管理,尤其是風(fēng)險(xiǎn)管理理論引入重大專項(xiàng)芯片研發(fā)項(xiàng)目具有重大意義。本文以某重大專項(xiàng)為例,針對項(xiàng)目研發(fā)全過程開展了風(fēng)險(xiǎn)管理的研究。按照風(fēng)險(xiǎn)管理工作流程,本文依次研究了本項(xiàng)目的風(fēng)險(xiǎn)識別、風(fēng)險(xiǎn)評估、風(fēng)險(xiǎn)應(yīng)對和風(fēng)險(xiǎn)監(jiān)控,并嘗試建立風(fēng)險(xiǎn)管理體系。首先對項(xiàng)目WBS工作分解、項(xiàng)目主要風(fēng)險(xiǎn)因素分析確定的基礎(chǔ)上,運(yùn)用WBS-RBS矩陣對各種風(fēng)險(xiǎn)因素進(jìn)行識別,共識別風(fēng)險(xiǎn)源326項(xiàng)。然后,根據(jù)本項(xiàng)目特點(diǎn)制定風(fēng)險(xiǎn)核對表,對各種風(fēng)險(xiǎn)因素進(jìn)行分析、評價(jià),得出風(fēng)險(xiǎn)狀態(tài)最高的A類風(fēng)險(xiǎn)共7項(xiàng),其中有4項(xiàng)為技術(shù)風(fēng)險(xiǎn)。接著,對需要提出應(yīng)對措施的A類和B類風(fēng)險(xiǎn),共計(jì)69項(xiàng)風(fēng)險(xiǎn)因素提出應(yīng)對措施。最后,建立項(xiàng)目風(fēng)險(xiǎn)監(jiān)控體系,監(jiān)控、管理各主要風(fēng)險(xiǎn)因素。項(xiàng)目管理過程中不斷修正,嘗試建立項(xiàng)目風(fēng)險(xiǎn)管理體系,可供以后的項(xiàng)目風(fēng)險(xiǎn)管理借鑒執(zhí)行。通過將風(fēng)險(xiǎn)管理的理論引入重大專項(xiàng)芯片研發(fā)項(xiàng)目的實(shí)施過程,有效地減少了重大專項(xiàng)芯片研發(fā)過程中的風(fēng)險(xiǎn),達(dá)到了風(fēng)險(xiǎn)可控。故可為重大專項(xiàng)芯片研發(fā)項(xiàng)目的風(fēng)險(xiǎn)管理提供若干指導(dǎo)性的參考。
[Abstract]:The major project is an important strategic task to meet the great demand of the country, to carry out joint tackling key problems around the key fields and to break through the technical bottleneck restricting the development of industry through the cooperative innovation of the cooperative units. As a reflection of the national consciousness and the strategic plan of our electronic information industry from big to strong, it is a complex system engineering. For a long time, as one of the important links that affect the success or failure of the project, the management of the major special chip R & D project has not aroused great attention, and has lagged behind the development of the project technology seriously, and has gradually become one of the potential factors that induce the failure of the project. Therefore, it is of great significance to introduce project management, especially risk management theory, into special chip R & D projects. Taking a major project as an example, this paper carries out risk management research on the whole process of project research and development. According to the workflow of risk management, this paper studies the risk identification, risk assessment, risk response and risk monitoring, and tries to establish a risk management system. Based on the analysis and determination of project WBS work factors and main risk factors, we use WBS-RBS matrix to identify all kinds of risk factors and identify 326 risk sources. Then, according to the characteristics of the project, the risk checklist is made, and various risk factors are analyzed and evaluated. The results show that there are 7 category A risks with the highest risk status, 4 of which are technical risks. Then, 69 kinds of risk factors which need to be dealt with are put forward. Finally, the establishment of project risk monitoring system, monitoring, management of the main risk factors. In the process of project management, we try to set up a project risk management system, which can be used for reference in the future project risk management. By introducing the theory of risk management into the implementation process of the major special chip R & D project, the risk in the research and development process of the major special chip can be effectively reduced and the risk can be controlled. Therefore, it can provide some instructive reference for risk management of major special chip R & D project.
