【摘要】：百年大計,質(zhì)量第一。質(zhì)量是企業(yè)的生命,是企業(yè)發(fā)展的根本保證,是工程項目建設(shè)的靈魂,對工程項目的成敗起著決定性的作用。對于鐵路建設(shè)來說,質(zhì)量是鐵路的生命線,不僅關(guān)系到工程的經(jīng)濟性、適用性和耐久性,而且還關(guān)系到國民經(jīng)濟的發(fā)展和人民群眾的出行安全等方方面面,然而鐵路工程具有投資規(guī)模大、施工周期長、建設(shè)標準高、技術(shù)難度復(fù)雜、環(huán)境干擾因素大、建設(shè)參與方多等特點,這些因素決定了鐵路工程質(zhì)量管理是一項復(fù)雜的系統(tǒng)工程。我們將工程質(zhì)量放在鐵路建設(shè)最根本、最關(guān)鍵的位置,將工程項目管理和質(zhì)量控制放在高速鐵路建設(shè)的核心地位,因此我們要以全面質(zhì)量管理等理論為指導(dǎo),結(jié)合高速鐵路建設(shè)實踐經(jīng)驗,探索出一條符合鐵路工程建設(shè)特點的質(zhì)量管理新路徑。本文以全面質(zhì)量管理等理論為依據(jù),以我國鐵路建設(shè)尤其是高速鐵路建設(shè)的發(fā)展為著眼點,以哈爾濱站改造工程建設(shè)為研究對象,通過對哈爾濱站改造工程質(zhì)量管理現(xiàn)狀進行分析,找準工程質(zhì)量管理方面存在的問題,進而分析質(zhì)量問題產(chǎn)生的深層次原因;然后從人員管理、機械設(shè)備管理、材料管理、施工方法、環(huán)境因素等方面,結(jié)合工程建設(shè)的勘察設(shè)計階段、施工準備階段、施工階段、竣工驗收等階段,針對冬季施工特點以及關(guān)鍵工程、重點難點工程項目,提出哈爾濱站改造工程項目質(zhì)量管理控制方案;最后從建立健全質(zhì)量管理體系及管理制度、明確參建各方質(zhì)量管理責(zé)任、完善對參建各方考核及信用評價、積極推進鐵路工程建設(shè)標準化管理等方面,提出哈爾濱站改造工程質(zhì)量控制方案的實施保障措施。本文的研究,將進一步充實和完善高速鐵路質(zhì)量管理內(nèi)容、管理模式和管理方法等理論,為后續(xù)研究提供基礎(chǔ)資料;本文研究的主要目的在于為正在開工建設(shè)的哈爾濱站改造工程項目在質(zhì)量管理方面提供較為科學(xué)的指導(dǎo),為工程建設(shè)的順利實施提供保障;同時對于高速鐵路的建設(shè),尤其是高寒地區(qū)鐵路樞紐工程的質(zhì)量控制提供參考和借鑒。
[Abstract]:A hundred years of planning, quality first. Quality is the life of the enterprise, the fundamental guarantee of the development of the enterprise, the soul of the construction of the engineering project, and plays a decisive role in the success or failure of the project. For railway construction, quality is the lifeline of the railway, which not only relates to the economy, applicability and durability of the project, but also relates to the development of the national economy and the travel safety of the people. However, railway engineering has the characteristics of large scale of investment, long construction period, high construction standard, complex technical difficulty, large environmental disturbance factors and many construction participants. These factors determine that the quality management of railway engineering is a complex system engineering. We put engineering quality in the most fundamental and critical position of railway construction, and put project management and quality control at the core of high-speed railway construction, so we should be guided by the theory of total quality management. Based on the practical experience of high-speed railway construction, a new way of quality management which accords with the characteristics of railway engineering construction is explored. Based on the theory of total quality management, this paper focuses on the development of railway construction, especially high-speed railway construction in China, and takes the reconstruction project construction of Harbin Station as the research object. Through the analysis of the present situation of the quality management of the transformation project in Harbin station, the problems existing in the quality management of the project are pointed out, and the deep-seated causes of the quality problems are analyzed, and then, the management of personnel, machinery and equipment, and the management of materials are discussed. In terms of construction methods, environmental factors and other aspects, combining the stages of survey and design, construction preparation, construction, completion and acceptance of the construction, and in view of the winter construction characteristics and key projects, key and difficult engineering projects, This paper puts forward the quality management and control scheme of the transformation project of Harbin station, finally, from establishing and perfecting the quality management system and management system, clarifying the responsibility of quality management of the parties involved in the construction, perfecting the assessment and credit evaluation of the parties involved in the construction. In order to promote the standardization management of railway engineering construction, this paper puts forward the measures to guarantee the quality control of Harbin station reconstruction project. The research in this paper will further enrich and perfect the theory of quality management content, management mode and management method of high-speed railway, and provide basic data for further research. The main purpose of this paper is to provide more scientific guidance in quality management for the reconstruction project of Harbin Station, which is under construction, and to guarantee the smooth implementation of the project construction, and at the same time, for the construction of high-speed railway, Especially, the quality control of railway hub project in alpine area provides reference and reference.
