【摘要】：隨著中石化集團(tuán)項(xiàng)目管理力度的不斷加強(qiáng),對(duì)項(xiàng)目管理的要求越來(lái)越高。為了提高項(xiàng)目管理的效率,提升項(xiàng)目管理的水平,為中石化集團(tuán)內(nèi)部項(xiàng)目建設(shè)提供有效的支撐,本著以業(yè)務(wù)流程為導(dǎo)向的設(shè)計(jì)思路,中國(guó)石化工程建設(shè)有限公司決定建設(shè)項(xiàng)目全過(guò)程管理系統(tǒng)。建設(shè)一套既能夠服務(wù)于全國(guó)各地的項(xiàng)目管理,同時(shí)又能夠在審計(jì)需要時(shí),提供項(xiàng)目全生命周期數(shù)據(jù)的項(xiàng)目全過(guò)程管理系統(tǒng)。該系統(tǒng)將在同一套系統(tǒng)中將項(xiàng)目的需求調(diào)研,設(shè)計(jì),建設(shè),及后期評(píng)價(jià)整合到一起,從項(xiàng)目的管理角度實(shí)現(xiàn)了項(xiàng)目建設(shè)全程的控制,實(shí)現(xiàn)了各個(gè)環(huán)節(jié)的閉環(huán)管理。中國(guó)石化工程建設(shè)有限公司項(xiàng)目全過(guò)程管理系統(tǒng)在整體的設(shè)計(jì)上,為了提高系統(tǒng)的可維護(hù)性,使用了B/S的方式來(lái)進(jìn)行架構(gòu),同時(shí)在開(kāi)發(fā)技術(shù)的選擇上,使用了J2EE體系來(lái)進(jìn)行建設(shè),考慮到系統(tǒng)所管理數(shù)據(jù)的保密性與安全性,系統(tǒng)在物理架構(gòu)的設(shè)計(jì)上,選擇了內(nèi)網(wǎng)進(jìn)行系統(tǒng)部署,外網(wǎng)通過(guò)防火墻進(jìn)行訪問(wèn)的方式來(lái)進(jìn)行設(shè)計(jì),在數(shù)據(jù)庫(kù)的選擇上,選用了安全性,穩(wěn)定性較高的Oracle數(shù)據(jù)庫(kù),并配置了RAC,在應(yīng)用服務(wù)器的選擇上,也選用了甲骨文公司的Weblogic應(yīng)用服務(wù)器。在業(yè)務(wù)功能上來(lái)進(jìn)行劃分,中國(guó)石化工程建設(shè)有限公司項(xiàng)目全過(guò)程管理系統(tǒng)分為四個(gè)核心模塊,分別為項(xiàng)目需求管理,項(xiàng)目設(shè)計(jì)管理,項(xiàng)目建設(shè)管理與后評(píng)價(jià)管理。其中,項(xiàng)目需求管理主要是對(duì)項(xiàng)目建設(shè)前的評(píng)估過(guò)程,立項(xiàng)過(guò)程進(jìn)行管理,并且提供了項(xiàng)目撤銷的方法；項(xiàng)目設(shè)計(jì)管理則是對(duì)項(xiàng)目的整個(gè)設(shè)計(jì)過(guò)程進(jìn)行通盤(pán)的考慮,包括項(xiàng)目的可研,設(shè)計(jì),拆分等功能；項(xiàng)目建設(shè)管理即使對(duì)項(xiàng)目的實(shí)施過(guò)程,驗(yàn)收過(guò)程進(jìn)行管理與控制；而后評(píng)價(jià)管理則是項(xiàng)目完成后,由項(xiàng)目建設(shè)涉及到的各個(gè)部門(mén)共同對(duì)項(xiàng)目的建設(shè)情況進(jìn)行評(píng)價(jià)。通過(guò)這四個(gè)模塊,即可實(shí)現(xiàn)項(xiàng)目的全過(guò)程管理,對(duì)中石化內(nèi)部的項(xiàng)目進(jìn)行有效的控制。中國(guó)石化工程建設(shè)有限公司項(xiàng)目全過(guò)程管理系統(tǒng)建成后,將會(huì)成為中石化集團(tuán)中的核心信息化系統(tǒng),其在全球范圍內(nèi)的項(xiàng)目資料都會(huì)由系統(tǒng)進(jìn)行保存,全球范圍內(nèi)的人員也都會(huì)對(duì)系統(tǒng)進(jìn)行訪問(wèn),因此系統(tǒng)建設(shè)過(guò)程中不能僅僅考慮到功能的實(shí)現(xiàn),必須要在設(shè)計(jì)過(guò)程中,充分的考慮到系統(tǒng)的擴(kuò)展性與穩(wěn)定性,這樣才能建設(shè)一個(gè)科學(xué)的,有效地,能夠?qū)χ惺瘓F(tuán)切實(shí)提供幫助的項(xiàng)目全過(guò)程管理系統(tǒng)。
[Abstract]:With the strengthening of Sinopec's project management, the requirement of project management is higher and higher. In order to improve the efficiency of project management, improve the level of project management, provide effective support for the internal project construction of Sinopec Group, in line with the business process oriented design ideas, Sinopec Engineering Construction Co., Ltd. decided to build the whole process of the project management system. To construct a project management system which can not only serve the project management all over the country, but also provide the data of the whole project life cycle when the audit needs. The system will integrate the research, design, construction and evaluation of the project requirements in the same system, and realize the control of the whole process of the project construction from the point of view of project management, and realize the closed-loop management of each link. In order to improve the maintainability of the whole project management system of Sinopec Engineering Construction Co., Ltd., in order to improve the maintainability of the system, the B / S method is used to carry out the structure, and at the same time, in the choice of development technology, The J2EE system is used to build the system. Considering the confidentiality and security of the data managed by the system, the system chooses the intranet to deploy the system in the design of the physical architecture, and the external network is designed by the way of accessing through the firewall. In the selection of database, Oracle database with high security and stability is selected, and RAC is configured. In the selection of application server, Oracle WebLogic application server is also selected. The whole project process management system of Sinopec Engineering Construction Co., Ltd. is divided into four core modules: project demand management, project design management, project construction management and post evaluation management. Among them, the project requirement management is mainly to the evaluation process before the project construction, the project establishment process carries on the management, and has provided the project withdrawal method; the project design management is carries on the overall consideration to the project entire design process, Including project research, design, splitting and other functions; project construction management, even if the project implementation process, acceptance process management and control; and then evaluation management is after the completion of the project, The construction of the project is evaluated by the departments involved in the project construction. Through these four modules, the whole process management of the project can be realized and the internal project of Sinopec can be effectively controlled. After the completion of the whole project management system of Sinopec Engineering Construction Co., Ltd., it will become the core information system in Sinopec Group, and all the project data in the global scope will be preserved by the system. People all over the world will also visit the system, so the system construction process should not only consider the realization of function, but also consider the expansibility and stability of the system in the design process. Only in this way can we build a scientific, effective and effective project management system that can effectively help Sinopec.
