EPC模式下M鋼鐵公司煉鋼項(xiàng)目風(fēng)險(xiǎn)管理研究

【摘要】:冶金建設(shè)項(xiàng)目具有投資規(guī)模較大、建設(shè)周期偏長(zhǎng),設(shè)備供貨和施工材料總投資占比高,設(shè)計(jì)和設(shè)備供貨周期較長(zhǎng),施工周期、安裝調(diào)試周期較長(zhǎng)的顯著特點(diǎn),因此項(xiàng)目執(zhí)行過程中在質(zhì)量、安全、進(jìn)度、成本等方面存在不確定性管理風(fēng)險(xiǎn)。EPC項(xiàng)目管理模式所具有的優(yōu)勢(shì),使得EPC管理模式在冶金建設(shè)項(xiàng)目中得到普遍的應(yīng)用。但如何識(shí)別這些風(fēng)險(xiǎn)并根據(jù)風(fēng)險(xiǎn)的種類和發(fā)生的概率制定相應(yīng)的對(duì)策,成為冶金建設(shè)項(xiàng)目總承包項(xiàng)目管理中不容回避的一個(gè)重要問題。本文在冶金建設(shè)項(xiàng)目特點(diǎn)進(jìn)行研究的基礎(chǔ)上,結(jié)合EPC總承包項(xiàng)目的實(shí)施過程,提出了冶金建設(shè)總承包項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)的方法,建立了風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系和評(píng)價(jià)模型。以M鋼鐵公司煉鋼總承包項(xiàng)目為例,建立了包含8個(gè)一級(jí)指標(biāo)23個(gè)二級(jí)指標(biāo)的風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系。通過專家調(diào)研的方法確定了M鋼鐵公司煉鋼總承包項(xiàng)目二級(jí)指標(biāo)的風(fēng)險(xiǎn)概率分布,采用CIM并聯(lián)響應(yīng)模型計(jì)算了一級(jí)指標(biāo)的風(fēng)險(xiǎn)概率分布。利用層次分析法(AHP)計(jì)算各指標(biāo)權(quán)重的基礎(chǔ)上,評(píng)價(jià)了該項(xiàng)目的風(fēng)險(xiǎn),明確了對(duì)項(xiàng)目具有重要影響的風(fēng)險(xiǎn)要素和風(fēng)險(xiǎn)概率較高的指標(biāo),提出了風(fēng)險(xiǎn)防范的措施。經(jīng)過分析計(jì)算,M鋼鐵公司煉鋼廠建設(shè)項(xiàng)目采用EPC總承包模式,能夠滿足項(xiàng)目建設(shè)的基本要求,但其風(fēng)險(xiǎn)分析的結(jié)果為“較高”,需要采取有效的風(fēng)險(xiǎn)控制措施加以防范。在各風(fēng)險(xiǎn)要素中,進(jìn)度風(fēng)險(xiǎn)、成本風(fēng)險(xiǎn)概率相對(duì)較高,是風(fēng)險(xiǎn)控制和防范的關(guān)鍵因素。
[Abstract]:Metallurgical construction projects are characterized by large scale of investment, long construction period, high proportion of total investment in equipment supply and construction materials, long cycle of design and equipment supply, long period of construction, and long period of installation and commissioning. Therefore, the quality, safety, schedule, cost and so on in the process of project implementation have the advantages of uncertainty management risk. EPC project management model has been widely used in metallurgical construction projects. However, how to identify these risks and make corresponding countermeasures according to the types of risks and the probability of occurrence has become an important problem in the general contracting project management of metallurgical construction projects. Based on the study of the characteristics of metallurgical construction project and the implementation process of EPC general contract project, this paper puts forward the risk evaluation method of metallurgical construction general contract project, and establishes the risk evaluation index system and evaluation model. Taking the general contracting project of steel making in M Iron and Steel Company as an example, a risk evaluation index system consisting of 8 first-grade indexes and 23 second-class indexes was established. The risk probability distribution of the secondary index of the total steelmaking project in M Iron and Steel Company is determined by the method of expert investigation, and the risk probability distribution of the first grade index is calculated by using the CIM parallel response model. Based on the analytic hierarchy process (AHP) to calculate the weight of each index, this paper evaluates the risk of the project, clarifies the risk factors which have important influence on the project and the index with high risk probability, and puts forward the measures of risk prevention. Through analysis and calculation, the EPC general contracting mode is adopted in the construction project of the steelmaking plant of Hom Iron and Steel Company, which can meet the basic requirements of the project construction, but the result of the risk analysis is "high", and effective risk control measures should be taken to prevent it. Among the risk factors, the probability of schedule risk and cost risk is relatively high, which is the key factor of risk control and prevention.
