【摘要】：隨著國家電網(wǎng)在“十一五”期間全面建設(shè)“三集五大”體系的要求,江西電網(wǎng)公司需要統(tǒng)合項(xiàng)目資產(chǎn)管理,進(jìn)一步提高資產(chǎn)管理的集約化水平。國家電網(wǎng)公司在2012全面建設(shè)“三集五大”體系,給公司管理帶來了全方位、根本性的變革。其中,深化資產(chǎn)集約化管理是“三集五大”體系建設(shè)的重要一環(huán),具有重要意義。本研究首先對(duì)江西電網(wǎng)項(xiàng)目資產(chǎn)管理系統(tǒng)的研究背景進(jìn)行了簡單闡述,參考國內(nèi)外企業(yè)項(xiàng)目資產(chǎn)管理和工程項(xiàng)目資產(chǎn)管理系統(tǒng)的開發(fā)經(jīng)驗(yàn),結(jié)合電力工程行業(yè)所具有的特點(diǎn)進(jìn)行綜合分析,就江西電網(wǎng)項(xiàng)目資產(chǎn)管理系統(tǒng)的主要涉及到的業(yè)務(wù)流程進(jìn)行了分析。具體涵蓋了新增項(xiàng)目資產(chǎn)、項(xiàng)目資產(chǎn)的融租、項(xiàng)目資產(chǎn)的報(bào)廢、項(xiàng)目資產(chǎn)的調(diào)撥、項(xiàng)目資產(chǎn)庫存盤點(diǎn)等；給出了系統(tǒng)的業(yè)務(wù)流程圖和數(shù)據(jù)流程圖,以及系統(tǒng)功能數(shù)據(jù)分析,并對(duì)數(shù)據(jù)字典做了詳細(xì)描述。研究根據(jù)需求分析的結(jié)果,對(duì)系統(tǒng)進(jìn)行了總體設(shè)計(jì),并依照總體設(shè)計(jì)框架,設(shè)計(jì)了各功能的子模塊,包括項(xiàng)目資產(chǎn)新增、項(xiàng)目資產(chǎn)融資租入、項(xiàng)目資產(chǎn)報(bào)廢、項(xiàng)目資產(chǎn)調(diào)撥、項(xiàng)目資產(chǎn)庫存盤點(diǎn)等五個(gè)子模塊。最后,分析了實(shí)體之間的關(guān)系,給出了系統(tǒng)全局E-R圖,對(duì)數(shù)據(jù)庫進(jìn)行了詳細(xì)設(shè)計(jì)。通過對(duì)江西電網(wǎng)項(xiàng)目資產(chǎn)管理系統(tǒng)的研究與分析,重新梳理了項(xiàng)目資產(chǎn)管理的工作流程,在系統(tǒng)設(shè)計(jì)中,考慮了項(xiàng)目管理流程的全覆蓋,并將項(xiàng)目管理與資產(chǎn)管理部分內(nèi)容進(jìn)行整合,規(guī)范了項(xiàng)目資產(chǎn)的管理,細(xì)化了對(duì)資產(chǎn)的管控,為江西電網(wǎng)項(xiàng)目資產(chǎn)管理系統(tǒng)的進(jìn)一步實(shí)現(xiàn)提供了有益的參考。
[Abstract]:With the requirement of the construction of the "three sets and five" system in the 11th Five-Year Plan period, Jiangxi Power Grid Company needs to integrate the project asset management and further improve the intensive level of asset management. In 2012, State Grid Company built the "three sets and five" system, which brought all-round and fundamental changes to the management of the company. Among them, deepening asset intensive management is an important link in the construction of "three sets and five major" system, which is of great significance. Firstly, the research background of project asset management system of Jiangxi power grid is briefly described, and the development experience of project asset management and project asset management system of domestic and foreign enterprises is referred to. Combined with the characteristics of power engineering industry, this paper analyzes the main business process involved in Jiangxi power grid project asset management system. It specifically covers the newly added project assets, the rentals of project assets, the scrapping of project assets, the allocation of project assets, the inventory count of project assets, etc. The business flow chart and data flow chart of the system, as well as the analysis of system function data are given. The data dictionary is described in detail. According to the results of demand analysis, the system is designed as a whole, and the sub-modules of each function are designed according to the overall design framework, including the new project assets, project asset financing rental, project assets scrapping, project asset allocation. Project asset inventory and other five sub-modules. Finally, the relationship between entities is analyzed, the global E-R diagram of the system is given, and the database is designed in detail. Through the research and analysis of the project asset management system of Jiangxi Power Grid, the workflow of project asset management is reorganized. In the system design, the full coverage of project management process is considered. The project management and asset management are integrated, the management of project assets is standardized, and the management of assets is refined, which provides a useful reference for the further realization of the project asset management system of Jiangxi Power Grid.
