基于校園網(wǎng)的高校學(xué)生收費(fèi)管理平臺的設(shè)計(jì)與實(shí)現(xiàn)

【摘要】:科教興國,教育是實(shí)現(xiàn)國家繁榮的重要條件,其中高等教育是培養(yǎng)高層次人才的核心教育階段。為了保證高等教育順利發(fā)展,財(cái)力保障是關(guān)鍵,其中高校收費(fèi)工作直接影響學(xué)校的財(cái)力運(yùn)轉(zhuǎn)。自大學(xué)擴(kuò)招以來,高校的學(xué)生規(guī)模逐步擴(kuò)大,收費(fèi)項(xiàng)目數(shù)量也逐步增加,收費(fèi)工作執(zhí)行難度加大,從而造成收費(fèi)人員工作壓力加重。現(xiàn)階段如何提高收費(fèi)效率仍然困擾各所高校相關(guān)管理人員。隨著信息技術(shù)的迅速發(fā)展,高等院校作為人才的重要培養(yǎng)基地,改革創(chuàng)新才能適應(yīng)社會的快速發(fā)展,而信息化就是其中一種手段。本項(xiàng)目以某高校作為研究對象,遵循系統(tǒng)開發(fā)生命周期的各階段要求,對學(xué)校進(jìn)行前期業(yè)務(wù)調(diào)研,從全校各類收費(fèi)業(yè)務(wù)出發(fā),提出高校學(xué)生收費(fèi)管理平臺的開發(fā)需求,并采用UML統(tǒng)一建模語言對需求進(jìn)行分析,以O(shè)racle 10g作為后臺數(shù)據(jù)庫,采用Java開發(fā)技術(shù),在數(shù)字化校園的基礎(chǔ)上,實(shí)現(xiàn)了基于校園網(wǎng)的高校學(xué)生收費(fèi)管理平臺。該平臺包含收費(fèi)項(xiàng)目管理、收費(fèi)標(biāo)準(zhǔn)管理、實(shí)收數(shù)管理、學(xué)生異動管理、票據(jù)管理等功能,滿足學(xué)校收費(fèi)管理要求。支付渠道方面,學(xué)校與銀聯(lián)公司簽訂協(xié)議,以便學(xué)生可以通過網(wǎng)上銀行自助繳費(fèi),同時(shí)學(xué)校與中國銀行廣東省分行建立長期合作關(guān)系,雙方開發(fā)接口實(shí)現(xiàn)數(shù)據(jù)互通,這樣學(xué)生可以在廣東省內(nèi)(深圳除外)所有中國銀行營業(yè)網(wǎng)點(diǎn)的柜臺進(jìn)行人工繳費(fèi)。實(shí)踐證明,收費(fèi)管理平臺推行后效果顯著,該系統(tǒng)不但解決學(xué)生網(wǎng)上自助繳費(fèi)、二級部門獨(dú)立自主地管理收費(fèi)項(xiàng)目等問題,還能減輕收費(fèi)人員的負(fù)擔(dān),提高工作效率。
[Abstract]:Education is an important condition for national prosperity, among which higher education is the core stage of cultivating high-level talents. In order to ensure the smooth development of higher education, financial security is the key. Since the expansion of university enrollment, the scale of students in colleges and universities has gradually expanded, the number of charging items has also gradually increased, and the implementation of fees has become more difficult, resulting in increased pressure on charging staff. At this stage, how to improve the efficiency of fees still puzzles the relevant administrators of colleges and universities. With the rapid development of information technology, colleges and universities as an important talent training base, reform and innovation can adapt to the rapid development of society, and information is one of the means. This project takes a university as the research object, follows the system development life cycle each stage request, carries on the preliminary business investigation to the school, from the whole school each kind of charge service, proposes the university student charge management platform development demand. Using UML unified modeling language to analyze the demand, taking Oracle 10g as the backstage database, using Java development technology, on the basis of digital campus, realizing the university student charge management platform based on campus network. The platform includes charge item management, charge standard management, real income management, student change management, bill management and so on, which can meet the requirements of school charge management. In terms of payment channels, the school and UnionPay signed an agreement so that students could pay for themselves through online banking. At the same time, the school and the Guangdong Branch of the Bank of China established a long-term cooperative relationship, and the two sides developed interfaces to realize data exchange. In this way, students in Guangdong Province (with the exception of Shenzhen) of all Bank of China outlets for manual payment. It has been proved by practice that the system not only solves the problems of students' self-service payment on the net, the second level department manages the charging items independently, but also lightens the burden of the toll collector and improves the working efficiency.
