【摘要】：隨著海上交通的日益繁忙以及海上氣象的復(fù)雜多變,集船舶識(shí)別、航行告警、氣象傳真功能于一體的無(wú)線通信設(shè)備已成為航運(yùn)人員的得力助手。目前,國(guó)內(nèi)這種航用三合一接收設(shè)備市場(chǎng)并不成熟,總體上還處于研究開(kāi)發(fā)的起步階段。為提高企業(yè)的競(jìng)爭(zhēng)優(yōu)勢(shì),拓展自身的業(yè)務(wù),天津光電集團(tuán)將航用三合一接收設(shè)備開(kāi)發(fā)項(xiàng)目作為企業(yè)的重點(diǎn)項(xiàng)目進(jìn)行研發(fā)。本文以作者所服務(wù)的三合一項(xiàng)目組作為研究對(duì)象,以項(xiàng)目管理基礎(chǔ)理論為指導(dǎo),研究其新產(chǎn)品開(kāi)發(fā)項(xiàng)目管理體系的運(yùn)行情況,旨在尋求適合天津光電集團(tuán)發(fā)展需要,實(shí)現(xiàn)人力資源優(yōu)化,降低研發(fā)和生產(chǎn)成本,提升企業(yè)研發(fā)管理水平,提高綜合經(jīng)濟(jì)效益和企業(yè)核心競(jìng)爭(zhēng)力的有效途徑。首先,作者在閱讀大量項(xiàng)目管理文獻(xiàn)的基礎(chǔ)上,對(duì)項(xiàng)目管理的理論知識(shí)進(jìn)行歸納闡述,并將此作為驗(yàn)證三合一項(xiàng)目管理體系的理論指導(dǎo)。其次,運(yùn)用項(xiàng)目管理理論對(duì)三合一項(xiàng)目的管理情況進(jìn)行分析,驗(yàn)證天津光電集團(tuán)項(xiàng)目管理體系的貫徹和執(zhí)行情況,并分析現(xiàn)有模式存在的不足。針對(duì)現(xiàn)存的管理問(wèn)題,作出針對(duì)性的改進(jìn),優(yōu)化項(xiàng)目管理體系,以保證三合一項(xiàng)目的順利實(shí)施。最后,為保證改進(jìn)的項(xiàng)目管理體系在三合一項(xiàng)目順利執(zhí)行,本文從企業(yè)文化、組織管理、人力資源和技術(shù)實(shí)力四個(gè)保障體系方面進(jìn)行了分析,確保三合一項(xiàng)目的順利實(shí)施。
[Abstract]:With the increasingly busy sea traffic and the complex and changeable marine weather, the wireless communication equipment with the functions of ship identification, navigation alarm and meteorological facsimile has become the right hand of the shipping personnel. At present, the domestic three-in-one receiving equipment market is not mature and is still in the initial stage of research and development. In order to improve the competitive advantage of the enterprise and expand its own business, Tianjin Optoelectronic Group takes the aviation three-in-one receiving equipment development project as the key project of the enterprise to carry on the research and development. Taking the three-in-one project group served by the author as the research object and the basic theory of project management as the guidance, this paper studies the operation of its new product development project management system, in order to meet the development needs of Tianjin Optoelectronic Group. To realize the optimization of human resources, to reduce the cost of R & D and production, to improve the level of R & D management of enterprises, and to improve the comprehensive economic benefits and the core competitiveness of enterprises. Firstly, on the basis of reading a large number of project management documents, the author sums up and expounds the theoretical knowledge of project management, and takes this as the theoretical guidance to verify the three-in-one project management system. Secondly, using the project management theory to analyze the management of the three-in-one project, verify the implementation and implementation of the project management system of Tianjin Optoelectronic Group, and analyze the shortcomings of the existing model. Aiming at the existing management problems, this paper makes some improvements and optimizes the project management system in order to ensure the smooth implementation of the three-in-one project. Finally, in order to ensure the smooth implementation of the improved project management system in the three-in-one project, this paper analyzes the four guarantee systems of corporate culture, organizational management, human resources and technical strength to ensure the smooth implementation of the three-in-one project.
