【摘要】：建設(shè)部印發(fā)實(shí)施的《關(guān)于培育發(fā)展工程總承包和工程項(xiàng)目管理企業(yè)的指導(dǎo)意見(jiàn)》,使《建筑法》關(guān)于“提倡對(duì)建筑工程實(shí)行總承包”的法律思想通過(guò)制度建設(shè)得以體現(xiàn)。但是,僅有一部建筑法和一部行業(yè)指導(dǎo)性“意見(jiàn)”是不夠的,要真正把建筑法和“意見(jiàn)”落到實(shí)處,還要從硬化和落實(shí)工程總承包的服務(wù)環(huán)境入手,為順利推進(jìn)建筑工程總承包搭建人文平臺(tái)。
[Abstract]:The Ministry of Construction issued and issued the guiding opinions on the cultivation and Development of Engineering General Contracting and Engineering Project Management Enterprises, so that the legal ideology of "advocating the implementation of General Contracting for Construction projects" in the "Building Law" can be reflected through the construction of the system. However, it is not enough to have only one building law and one industry guidance "opinion". In order to really put the building law and "opinion" into practice, we must start with hardening and implementing the service environment of the general contracting of the project. For the smooth promotion of general contracting of construction projects to build a humanistic platform.
