【摘要】：2006年初，哈爾濱市委、市政府在充分學(xué)習(xí)和借鑒北京東城區(qū)等其他城市數(shù)字城管項(xiàng)目建設(shè)經(jīng)驗(yàn)的基礎(chǔ)上決定在哈爾濱建設(shè)城市管理、城市應(yīng)急以及城市防空為一體的現(xiàn)代化信息指揮平臺(tái)。至2012年11月，，數(shù)字城管系統(tǒng)的三期工程啟動(dòng),共涉及兩個(gè)市監(jiān)控中心、十四個(gè)分監(jiān)控中心、950個(gè)城管監(jiān)控點(diǎn)、82個(gè)交警監(jiān)控點(diǎn)、150電子警察系統(tǒng)和6個(gè)微波基站的接入。 數(shù)字城管全球眼項(xiàng)目的建設(shè)以及研究過(guò)程中發(fā)現(xiàn)對(duì)于通信工程項(xiàng)目尤其是轉(zhuǎn)型項(xiàng)目的項(xiàng)目質(zhì)量管理在實(shí)施過(guò)程中存在很多問(wèn)題。根據(jù)統(tǒng)計(jì)，通信工程項(xiàng)目超過(guò)半數(shù)的均無(wú)法按期交工驗(yàn)收；近半成的項(xiàng)目工程出現(xiàn)延期，項(xiàng)目成本一拖再拖；或者在項(xiàng)目施工過(guò)程中對(duì)項(xiàng)目質(zhì)量控制不嚴(yán)格導(dǎo)致項(xiàng)目事故發(fā)生等等。上述項(xiàng)目實(shí)施過(guò)程中發(fā)生的問(wèn)題大多都是由于缺乏項(xiàng)目質(zhì)量管理以及控制理念以及想法、風(fēng)向意識(shí)薄弱等原因?qū)е碌�。�?duì)于類(lèi)似哈爾濱市數(shù)字城管項(xiàng)目的轉(zhuǎn)型性項(xiàng)目來(lái)說(shuō)，由于項(xiàng)目建設(shè)模型以及項(xiàng)目實(shí)施特點(diǎn)等帶來(lái)了機(jī)遇和風(fēng)向，對(duì)于該類(lèi)項(xiàng)目質(zhì)量進(jìn)行管理及控制就尤為重要。 本文通過(guò)研究哈爾濱電信“數(shù)字城管”工程實(shí)施方案以及項(xiàng)目質(zhì)量管理過(guò)程，提出前期項(xiàng)目管理過(guò)程中的不足以，并結(jié)合項(xiàng)目質(zhì)量管理理論提出哈爾濱市數(shù)字城管項(xiàng)目質(zhì)量保障體系，為下一步項(xiàng)目實(shí)施提供管控依據(jù)。
[Abstract]:In early 2006, the Harbin Municipal Party Committee and the Municipal Government decided to build urban management in Harbin on the basis of fully learning and learning from the experience of other urban digital urban management projects in Dongcheng District of Beijing. City emergency and city air-defense as one of the modern information command platform. By November 2012, the third phase of the Digital Urban Management system has been launched, involving two municipal monitoring centers. Fourteen sub-monitoring centers have 950 chengguan control points, 82 traffic police surveillance sites, and 6 microwave base stations. The construction and research of digital chengguan global eye project have been found to be particularly useful for communication engineering projects It is the transformation project quality management in the implementation process there are many problems. According to statistics, more than half of the communications projects can not be completed on time, nearly half of the project projects have been postponed, the project costs delayed again and again; Or in the construction process of the project quality control is not strict resulting in project accidents and so on. Most of the problems occurred in the implementation of the above projects are due to the lack of project quality management, control concepts and ideas, weak awareness of wind direction and other reasons. For a transformational project similar to Harbin's digital urban management project, because of the construction model of the project and the characteristics of the project's implementation, it brings opportunities and wind direction. It is very important to manage and control the quality of this kind of project. By studying the implementation scheme of Harbin Telecom "Digital Urban Management" project and the process of project quality management, it is pointed out that the previous project management process is not sufficient. Combining with the theory of project quality management, this paper puts forward the quality assurance system of Harbin digital urban management project, which provides the basis of control and control for the next project implementation.
